Section 3 I Scope of Services <br />Task 2 - Assess Current Recycling Program and Future Needs <br />The purpose of this task is to gain a better understanding of the City's existing recycling program, <br />including quantities collected, types of materials collected, and any program gaps that a full -service drop- <br />off center could fill. It is our understanding that the City currently contracts for residential curbside <br />recycling collection services and the materials are collected single -stream (commingled). SAIC would <br />assess the appropriate form of collection for the drop-off center (commingled or source -separated). <br />Per the City's RFP, drop-off recycling services are expected for the following materials: standard <br />curbside recyclable materials, appliances, compact fluorescent lamps (CFLs), electronic waste, and <br />mattresses. <br />Other materials may be accepted at the drop-off center as new markets emerge. Examples of potential <br />future materials may include a broader range of plastics (e.g., shrink wrap/stretch film/plastic bags, <br />expanded polystyrene), child car seats, textiles, carpeting, CDs/DVDs, etc. Some of these materials are <br />currently being collected and marketed for recycling in other Minnesota communities and may be <br />considered by the City as potential additions to its drop-off recycling program. <br />Some of SAIC's clients have expanded their recycling drop-off collection programs to include food and <br />other organic waste, as well as problem materials such as construction and demolition (C&D) debris. <br />One client, whose project description is included in Section 2 of this proposal, is the County of Hawaii. <br />The Pahoa Transfer Station provides a wide range of services including drop-off collection of the <br />following materials: <br />1. Green Waste (yard waste) <br />2. Bottle Bill (beverage container redemption law) Containers (glass and aluminum) <br />3. Non -Redemption Glass <br />4. Cardboard <br />5. Mixed Paper <br />6. Newspaper <br />7. Household hazardous waste (HHW) including oil, automotive fluids, auto batteries, CFLs, <br />fluorescent lamps, paint, electronic waste, pesticides, etc. <br />8. Scrap Metal <br />9. Appliances <br />10. Reusable Items (clothing, furniture, appliances, toys, etc.) <br />A project team led by SAIC designed and provided the construction oversight for this facility that was <br />completed in 2011 in Hawaii County and was recently awarded the 2012 Solid Waste Association of <br />North America (SWANA) Bronze Award. <br />The non-traditional or "other" materials accepted at the City's drop-off site will largely be determined by <br />existing local markets, processing capabilities, and other logistical issues such as transportation to <br />processors or end -users.
