SECTION 4 <br />Process and Services <br />The process proposed by SAIC to complete the recycling drop-off center analysis and plan development <br />is outlined in Section 3 — Scope of Services. We have organized the work into five tasks: <br />1. Scoping Meeting, Project Initiation, and Data Request <br />2. Assess Current Recycling Program and Future Needs <br />3. Conduct Facility Programming for the Recycling Drop-off Center <br />4. Evaluate Options for Implementation <br />5. Draft Report and Present the Results <br />SAIC would complete this work for the City of Ramsey using internal planning and engineering staff. <br />We have the resources in-house to provide the program assessment, estimate future quantities of <br />recyclable material to be collected, provide planning level cost estimates, and draft conceptual drawings. <br />We are not proposing to use subcontractors. <br />We anticipate needing City staff assistance to provide the necessary program data to complete the study. <br />As described in Task 1, SAIC will provide the City with a data request prior to the initial scoping <br />meeting. In addition, we will need City input regarding potential sites for the proposed recycling drop- <br />off center. <br />SAIC will contact brokers, markets, and end -users to determine the viability of the City accepting <br />additional materials (in addition to the materials listed in the RFP) at the drop-off center. <br />During the scoping meeting, we will discuss the City's preference for a public -private partnership. SAIC <br />will initiate discussions with potential service providers, if warranted. <br />The project deliverables include a draft report, a detailed report and a non -site specific plan for a full <br />service year-round recycling drop-off center. <br />SAIC Energy, Environment & Infrastructure, LLC I 4-1 <br />
