Section 3 I Scope of Services <br />The preferred facility concept would include a planning level capital and operating cost estimate <br />(excluding land acquisition costs) as part of the recommendations. <br />Capital cost estimates may include, but not be limited to, costs associated with the following: <br />• Site preparation (surveying, grading, paving, etc.); <br />• Facility construction (building, electrical, water/sewer, storm drainage, permitting, etc.); and <br />• Rolling stock/equipment. <br />Operating cost estimates may include, but not be limited to, costs associated with the following: <br />• Labor/contract costs; <br />• Utilities; <br />• Facility maintenance; and <br />• Program administration. <br />Planning level capital and operating cost estimates associated with a full service, year-round recycling <br />drop-off center would be developed using information from equipment manufacturers, operators of <br />similar facilities, and SAIC's industry knowledge. <br />Task 5 - Draft Report and Present the Results <br />The information and analysis developed in Tasks 1 through 4 will be compiled into a draft report for the <br />City to review and comment. Comments received from the City will be incorporated, as appropriate, to <br />finalize the report. An electronic copy of the final, detailed report as well as the non -site specific plan will <br />be forwarded to the City.
