City Administrator Ulrich stated the City Administrator does not and it would have to come back <br />for a Council approval process. <br />Councilmember Strommen asked if there is anything in writing. <br />City Administrator Ulrich advised there is no written record. <br />Councilmember Strommen stated whether PSD, LLC was told something or not, if the City <br />Administrator did not have the authority and there is no Council record, it is an unfortunate <br />situation. <br />Mayor Ramey noted there may have been a lot of promises or inferences made at that time but if <br />this is considered, it would open "Pandora's Box" for other contractors to make a similar request. <br />Councilmember Strommen indicated it puts the Council in a bad spot if the City Administrator <br />can bind the City verbally but does not have the authority to do so and then the Council considers <br />such a request. <br />Mayor Ramsey stated the Council has voiced consensus that it will not take action on the PSD, <br />LLC request. <br />Development Manager Lazan stated the direction of the Council is clear and the Development <br />Team will convey that to Mr. Deal. He asked whether it is a fair policy when working with The <br />COR projects to consider that whatever happened in the past happened in the past and the City is <br />moving forward with things as they sit today. <br />Councilmember Backous stated the policy is to pay for what is in writing and if it is not in <br />writing and approved by the City Council, the City will not pay for it. <br />The Council agreed that is the case. <br />2.02: Special Events Permit Review: Ramsey Car Show <br />Management Analyst Patrick Brama reviewed the staff report and request of Robert Bouten, <br />Champlin Towing, to have a weekly Ramsey Car Show on Friday nights from 5 -9 p.m. in the <br />municipal parking ramp. It was noted that if approved, the City Code would need to be <br />amended. It was also noted that if approved, this event would be a non- profit venture. <br />Robert Bouten, Champlin Towing, was available to answer questions. <br />Councilmember McGlone asked if there is a better location for the bathrooms instead of next to <br />the elevator shaft. <br />Management Analyst Brama indicated the intention was a location easily accessed by all <br />including those with a handicap. <br />City Council Work Session / July 31, 2012 <br />Page 2 of 18 <br />
