Councilmember McGlone stated he had served on the Happy Days Committee and it looks like <br />there will be a deficit for that event. He noted if this request is approved, it is likely to be subject <br />to change and may end up in The Draw. He raised the option, for the first year, to keep this <br />event as a City- sponsored event so the funds generated this year can be used to offset the Happy <br />Days deficit. <br />Management Analyst Brama explained it is proposed that porta- potties and event costs be paid <br />by proceeds of those who participate but Mr. Bouten thinks the event will raise excess revenue <br />significantly beyond expenses. <br />Councilmember Backous asked how revenues will be generated from this event. <br />Management Analyst Brama stated it is proposed this event be staffed and run 100% by <br />volunteers and Champlin Towing would be the sponsor and staff collecting $3 per participant <br />and also clean after the event. He indicated some details still need to be worked through. <br />Councilmember Backous expressed concern with the potential for a serious claim, especially <br />with public parking and being a City- sponsored event. <br />Councilmember Strommen stated she is fine with this being a community event and proceeds <br />going to Happy Days but would like to know what is expected for attendees and revenue. She <br />asked if the start up costs may result in not being able to offset the Happy Day's deficit this year. <br />Councilmember Strommen stated she would like to see a proforma if the City is taking the risk <br />on the insurance side. <br />Councilmember Wise stated the City approved the go -cart racetrack, which did not meet <br />expectations the first year but there has been growth this year. He asked what Anoka does with <br />their car show on City streets. <br />Mr. Bouten stated he volunteers and on a good Saturday, there are 600 to 700 cars but most <br />Saturdays it is about 400. He indicated he does not know how that insurance is handled but <br />people are allowed to go into the Anoka ramp, which is dark and not used as much. <br />Councilmember McGlone stated the request is basically to give the Anoka Car Show somewhere <br />to show their cars on another night of the week at a location that people have been asking for in <br />Ramsey. He noted even if the numbers are cut in half, it will work. <br />Mr. Bouten stated he would expect 250 cars, at least, early on. <br />Councilmember Strommen asked where most of the cars come from. <br />Mr. Bouten stated the cars come from Ramsey, Anoka, Champlin, and most car owners are his <br />age. <br />Councilmember Strommen noted traffic on a Friday is a different type of traffic with which to <br />deal. <br />City Council Work Session / July 31, 2012 <br />Page 3 of 18 <br />
