Councilmember McGlone stated he does not view this differently than parking and the cars are <br />insured so he does not think there is a big risk for the City. He indicated he would like to help <br />this event get started. <br />Councilmember Backous stated he is willing to back off the insurance requirement as long as the <br />City is named as an additional insured by all of the food vendors. <br />Management Analyst Brama stated staff will develop a registration form for the food vendors <br />including requiring submittal of insurance certificate, State and County licensing. <br />The Council and Mr. Bouten discussed how the money should be collected and accounted for. <br />Councilmember Strommen stated if it is a City- sponsored event, there will have to be <br />accountability. <br />Councilmember McGlone stated he would like to keep the event staffed by volunteers. <br />Mayor Ramsey agreed there would need to be an accounting of the monies collected. <br />Management Analyst Brama indicated staff would propose the City give the money to a third <br />party organization for accounting. <br />Mayor Ramsey agreed with the need to have a staff person take responsibility for the proceeds. <br />Councilmember Strommen stated the issue is the accounting of the proceeds by the City or City <br />of Ramsey Foundation, not the collecting of the proceeds. <br />Mayor Ramsey stated the Car Show people are looking for a physical body to collect the <br />proceeds. He agreed it would be best if the City of Ramsey Foundation could collect the <br />proceeds and run them through their books. <br />Councilmember McGlone stated the Chair of the Happy Days Committee has a car for the show <br />and may be willing to be involved. <br />City Administrator Ulrich stated in this case, the simpler the better. He suggested that for the <br />first year, the City authorize them to run the car show in the City's ramp, collect the proceeds, <br />pay all of the expenses, and make a donation at the end of the season if there is a profit. City <br />Administrator Ulrich stated he does not want City staff to be responsible to "man the show" on a <br />Friday night. <br />Councilmember Wise stated with the go -cart event, they handle all of the accounting and submit <br />proceeds quarterly. <br />Mayor Ramsey stated he supports this event request and reaching out to the City of Ramsey <br />Foundation to see if it wants to be involved. <br />City Council Work Session / July 31, 2012 <br />Page 5 of 18 <br />
