Councilmember McGlone stated with an auction you know the day it is being sold and while he <br />wants to be fair in opening the process to the residents, he does not want to lock out a developer <br />to build a house on a three -acre lot. Councilmember McGlone supported opening the property to <br />the market to see what price it brings. <br />Mayor Ramsey advocated offering the property to the residents first since it has been zoned park <br />and open space for years and it changes the landscape, potentially, if sold. If no neighbors are <br />interested, he would then support going to the open market. <br />Councilmember Wise noted City staff has to do the rezoning and land use change, not a realtor, <br />and there is no staff time if there is already a willing buyer. He stated if a realtor is not used, that <br />fee would not have to be paid and could cover appraisal expense. <br />Councilmember Backous concurred and stated he has been convinced by Councilmember Wise. <br />Councilmember Wise supported getting this property on the tax rolls and believed adjoining <br />neighbors were most likely the interested buyers. Another option would be for the adjoining <br />neighbors to split the lot of their own. <br />Mayor Ramsey stated there is Council consensus to move forward with a sale and asked for input <br />relating to the process. <br />Management Analyst Brama indicated staff will move forward to rezone the property and change <br />the land use. The property will then be appraised and negotiations begin with neighbors who are <br />willing buyers. Management Analyst Brama stated staff will provide the preliminary agreement <br />for review by the City Attorney and City Council. <br />Councilmember McGlone stated this is a residential lot in a residential area so the assessed value <br />should be accurate. He stated he is not opposed to residents buying the property and sees no <br />reason to wait for a rezoning/land use change. Councilmember McGlone suggested staff <br />entertain offers from neighbors with the understanding the purchase agreement is contingent on <br />rezoning and land use change. <br />It was asked if this sale would require a Comprehensive Plan amendment or if it can be done via <br />administrative process. <br />Development Services Manager Gladhill advised the land use change will require a <br />Comprehensive Plan amendment but that can be handled at the administrative level and occur <br />concurrently with the rezoning. <br />Mayor Ramsey stated he does not disagree with the suggestion of Councilmember McGlone to <br />let the neighbors negotiate a purchase agreement with the City. <br />Councilmember Strommen stated she thinks there needs to be an appraisal and the appraiser can <br />be asked to prepare the appraisal based on a rezoning to residential. <br />City Council Work Session / July 31, 2012 <br />Page 7 of 18 <br />
