City Administrator Ulrich indicated the land use change and rezoning is a 60 -90 day process. <br />The consensus of the Council was to direct staff to proceed with obtaining an appraisal based on <br />a residential lot, land use amendment and rezoning, and negotiate a purchase agreement with <br />interested parties for the sale of Windsorwood (06- 32 -25 -14 -009). <br />Mayor Ramsey requested a motion to recess the meeting to hold a Special Session City Council <br />meeting. <br />Motion by Councilmember Tossey, seconded by Councilmember Wise, to recess the City <br />Council Work Session. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Tossey, Wise, Backous, <br />McGlone, and Strommen. Voting No: None. Absent: Councilmember Elvig <br />The City Council Work Session recessed at 7:18 p.m. to conduct a Closed Session Personnel <br />meeting. The City Council Work Session reconvened at 7:39 p.m. <br />2.04: Lower Rum River Water Management Organization ( LRRWMO) — <br />Implementation of Third Generation Plan New Development Requirements <br />Interim Engineer Nelson reviewed the staff report and asked for input on the creation of Volume <br />Banking and Stormwater Impact Fund. <br />Councilmember Strommen stated the LRRWMO discussed these items and the consideration is <br />whether to add options to purchase wetland credits that would be tracked by the LRRWMO or to <br />pay an amount into the Stormwater Impact Fund. <br />Councilmember Tossey asked about the charges and layers of expenditures. <br />Councilmember Strommen stated the fee, if the developer chooses that option, is $40,000 per <br />acre of impervious surface. To purchase credits, the cost is determined by the party selling the <br />credits and the surety is another issue that would result in additional costs. <br />Interim Engineer Nelson stated that is correct and would involve a willing seller /willing buyer <br />negotiating the price. <br />Mayor Ramsey stated the object is to maintain stormwater within the site but the banking option <br />would allow the site to not accommodate its stormwater through infiltration. <br />Councilmember Strommen stated that is correct, noting Andover and Ramsey have a lot of open <br />land to accommodate infiltration so it is the City's decision if it wants to sell wetland credits <br />from its open or park areas. The issue is the volume so if the water is infiltrating somewhere <br />else, it accommodates the same amount of water. <br />City Council Work Session / July 31, 2012 <br />Page 8 of 18 <br />
