5.01: Consider Offer to Purchase Property — Sunwood Drive / Armstrong Boulevard / Ramsey Boulevard (Portions may be closed to the public) Development Manager Lazan reviewed the staff report. Development Manager Lazan advised that under Minnesota Statutes, the meeting can move into closed session to discuss confidential or non - public appraisal data and acquisition negotiations. He indicated closed session discussion will relate to property acquisition of two sites located in the southwest quadrant of Sunwood Drive and Armstrong Boulevard and at the southeast quadrant of Sunwood Drive and Armstrong Boulevard for right -of -way purposes and future development. The closed session will be tape recorded and that tape will be maintained for a period of eight years. Motion by Commissioner Ramsey, seconded by Commissioner Tossey, to move to closed session to discuss acquisition negotiations. Motion carried. Voting Yes: Chairperson McGlone, Commissioners Ramsey, Tossey, Backous, Strommen, and Wise. Voting No: None. Absent: Commissioner Elvig. The HRA meeting moved into a closed session at 9:03 p.m. The HRA reconvened in open session at 9:11 p.m. Development Manager Lazan stated the HRA held discussion on an acquisition offer and directed staff to proceed with negotiation of a purchase agreement for approval at a later date. 5.02: Consider Offer to Purchase Land — Sunwood Drive / Armstrong Boulevard (Portions may be closed to the public) Commissioner Wise recused himself due to a potential conflict of interest and left the meeting room at 9:12 p.m. Development Manager Lazan reviewed the staff report. Commissioner Ramsey asked who will be responsible for maintenance and plowing of the six - tenths acre parking area. Development Manager Lazan described the property lines, area of access easement, and indicated Solomon has agreed to handle maintenance without reimbursement since it is critical to its operation. He pointed out an area that will be subject to the second access and suggested Mr. Wise be the lead for the shared driveway and responsible to contract the snow plowing with those costs being divided pro rata.
