5.01: Consider Offer to Purchase Property — Sunwood Drive / Armstrong Boulevard / <br />Ramsey Boulevard (Portions may be closed to the public) <br />Development Manager Lazan reviewed the staff report. <br />Development Manager Lazan advised that under Minnesota Statutes, the meeting can move into <br />closed session to discuss confidential or non - public appraisal data and acquisition negotiations. <br />He indicated closed session discussion will relate to property acquisition of two sites located in <br />the southwest quadrant of Sunwood Drive and Armstrong Boulevard and at the southeast <br />quadrant of Sunwood Drive and Armstrong Boulevard for right -of -way purposes and future <br />development. The closed session will be tape recorded and that tape will be maintained for a <br />period of eight years. <br />Motion by Commissioner Ramsey, seconded by Commissioner Tossey, to move to closed <br />session to discuss acquisition negotiations. <br />Motion carried. Voting Yes: Chairperson McGlone, Commissioners Ramsey, Tossey, Backous, <br />Strommen, and Wise. Voting No: None. Absent: Commissioner Elvig. <br />The HRA meeting moved into a closed session at 9:03 p.m. <br />The HRA reconvened in open session at 9:11 p.m. <br />Development Manager Lazan stated the HRA held discussion on an acquisition offer and <br />directed staff to proceed with negotiation of a purchase agreement for approval at a later date. <br />5.02: Consider Offer to Purchase Land — Sunwood Drive / Armstrong Boulevard <br />(Portions may be closed to the public) <br />Commissioner Wise recused himself due to a potential conflict of interest and left the meeting <br />room at 9:12 p.m. <br />Development Manager Lazan reviewed the staff report. <br />Commissioner Ramsey asked who will be responsible for maintenance and plowing of the six - <br />tenths acre parking area. <br />Development Manager Lazan described the property lines, area of access easement, and <br />indicated Solomon has agreed to handle maintenance without reimbursement since it is critical to <br />its operation. He pointed out an area that will be subject to the second access and suggested Mr. <br />Wise be the lead for the shared driveway and responsible to contract the snow plowing with <br />those costs being divided pro rata. <br />Commissioner Strommen asked if it would be "cleaner" for Solomon to handle that since it is <br />maintaining the green areas. <br />Housing and Redevelopment Authority / July 31, 2012 <br />Page 2 of 5 <br />
