Commissioner Ostrum noted if the Commission does not give them direction on what they want,
this could go on forever.

Chairperson Johns indicated that they do bear responsibility as well and they need to get things
moving and give more information each time they get revisions.

Commissioner Ostrum commented he would like to see a copy of the old report and the agenda.

Consensus of the Commission was to get comments to Parks Utilities Supervisor Riverblood by
next Wednesday's meeting.

Case #5: Parks Five-Year Capital Improvements Plan (CIP)

Parks/Utilities Supervisor Riverblood explained the purpose of this case is to both initiate
discussion on the 5-year Parks Plan, and propose that the Commission request City Council's
approval to move forward with the remaining two projects in the 2003 CIP.

Staff is recommend that the Commission request City Council's approval to move forward with
the remaining two projects in the 2003 CIP. Those are the Flintwood Terrace Shelter(s) and
Irrigation, and the trail connection from the Lake Itasca Trail Boardwalk to the neighborhood to
the east at 164th Avenue.

For the Flintwood Terrace Shelter and Irrigation, $75,000 would cover two shelters and irrigation
for that park.

Parks/Utilities Supervisor Riverblood explained the second project is connecting the 164th Lane
neighborhood with the Lake Itasca Trial Boardwalk. The $19,000 relates to the park dedication
which was earmarked for this. He stated there is not a lot of maintenance commitment for this
trail and will improve access in that area.

Parks/Utilities Supervisor Riverblood updated the Commission on the projects that were
approved and completed this past year.

Chairperson Johns commented that they were looking to work on Stair Replacement and the
Observation Pier were slated for 2004.

Commissioner Lehman left at 7:18 p.m.

Commissioner Shryock inquired regarding if it was worth spending the money on a City golf
course or if they should leave the area natural for a park.

Parks/Utilities Supervisor Riverblood noted in October they should start talking about what the
Commission wants for future projects.

Park and Recreation Commission/September 11, 2003
Page 7 of 8
