Parks/Utilities Supervisor Riverblood explained that they need to be very cautious with the
national guidelines as if they are too zealous in adopting AASHTO standards, they may find the
existing trails would need to be upgraded very soon.

Commissioner Shryock commented that they should give them a deadline for a timeline.

Chairperson Johns indicated that if they could give them a chapter and a half a month, she would
be happy with that.

Commissioner Olds asked if they have a eight foot trail today and the standards say it should be
ten feet, are they out of compliance or when they do another trail would it need to be ten feet.

Parks/Utilities Supervisor Riverblood indicated it would probably be both.

Commissioner Shryock noted the plan should outline the ideals and when trails need repair or
upgrading, that is when they do the upgrading.

Commissioner Ostrum asked why they are having such a problem with the plan.

Parks/Utilities Supervisor Riverblood explained they asked for a very aggressive and
comprehensive document but he in no way misrepresented that. He stated he thought there was a
disconnect between the people at the organization.

Discussion continued in regards to the reasons why the plan is taking so long to complete.

Commissioner Shryock commented that she thought the first two pages seemed unnecessary in
this section.

Parks/Utilities Supervisor Riverblood asked if it would be easier to see the revised copy to mark
up.

Chairperson Johns stated they have seen some of this verbatim before only in a different format.

Commissioner Ostrum asked if they could get a revised table of contents with the revised
sections.

Commissioner Olds asked where the other sections are beside section four.

Parks/Utilities Supervisor Riverblood noted section four is the only revision so far.

Commissioner Ostrum indicated he thought they should sit down in a workshop and reconcile
this.

Parks/Utilities Supervisor Riverblood stated they could do this at the October meeting.

Chairperson Johns explained that if a chapter will be revised each month, it should be part of the
agenda.

Park and Recreation Commission/September 11, 2003
Page 6 of 8
