Absent: Rolfe. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Recommend Park Dedication for Alpine Acres <br /> <br />Parks/Utilities Supervisor Boos explained t he C omission h as reviewed the plans before and <br />were asked what their opinion was on trails for the park. He noted City Code requires some open <br />space within Townhome projects and gray areas on the map represent this. <br /> <br />Mr. Pete Raatikka, Engineer, showed a map of Alpine Acres and discussed the park information <br />with the Commission. He stated the site consisted of 202 units being proposed and one of the <br />concerns is the uniqueness of the site being surrounded by major roadways. <br /> <br />Parks/Utilities Supervisor Boos indicated according t o past practice t hey would need to place <br />trails along each of the roadways at the developers expense. <br /> <br />Mr. Raatikka stated his client inquired regarding this and wondered if there would be any credit <br />available for installation of the trails. He explained that 1.6 acres needed to be designated for <br />open space and certain amenities would be recommended for this area. <br /> <br />Parks/Utilities Supervisor Boos explained from a staff perspective, they are looking at the <br />individual areas, which seem to be disjointed. He asked if the areas are a value in keeping with <br />the open space area. He commented his idea was to connect the areas with a boardwalk along the <br />wetland and trail connections. <br /> <br />Chairperson Johns advised Mr. Raatikka that the Commission is firm on the trail position and as <br />far as credit goes, she does not want to change the precedence already set. She stated they are <br />getting the benefit of the trails with the roads. Chairperson Johns noted they would have Alpine <br />Park very close. <br /> <br />Parks/Utilities Supervisor Boos indicated because of the density on the site, the Park Dedication <br />if land would be approximately five acres and in relationship to the park and trail fees, that would <br />reduce a large number of units so the developer would be advantaged by paying fees versus land. <br /> <br />Chairperson Johns commented that she always liked boardwalks. She asked if the Commission <br />wanted to take the land for a park. <br /> <br />Parks/Utilities Supervisor Boos indicated that he saw this as an opportunity for a rest area along <br />the trail. He asked if the Commission wanted to invest in little areas that need constant attention <br />or do they want larger areas of land for larger parks. The sanitary sewer trunk line will have an <br />extensive trail system attached to it. <br /> <br />Commissioner Olds asked if Alpine Acres was in the MUSA district. <br /> <br />Park and Recreation Commission/May 8, 2003 <br /> Page 2 of 8 <br /> <br /> <br />
