Mr. Raatikka stated it was and would be served by the current sewer line.

Commissioner Olds asked if there was a possibility in the future of anything being done with the
higher ground area.

Parks/Utilities Supervisor Boos explained that if the City would take it, they may not take it as
park dedication and it could be used for development in the future.

Motion by Commissioner Shryock, seconded by Commissioner Ostmm, to maintain they require
trails on all three sides of the development to be developed because of the roads surrounding the
property without trail dedication and the developer would be required to construct a trail along
the entire area with credit to be given for trails outside of the plat.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, Ostmm, LaMere,
Lehman, and Olds. Voting No: None. Absent: Rolfe.

Mr. Raatikka asked if only the area outside of the development would get credit.

Parks/Utilities Supervisor Boos indicated that was correct.

Mr. Raatikka explained the comer plat was not going to be owned by the development because
there is an existing house on it and the owner wanted to keep it.

Parks/Utilities Supervisor Boos stated they might be able offer a credit for that area.

Chairperson Johns explained as far as park pieces, she did not think they would need that land
because of the larger parks in the area.

Commissioner LaMere noted there was one area in the development along the wetland that
would work as a nice rest area.

Chairperson Johns stated she was afraid that they would get maintenance too spread out.

Parks/Utilities Supervisor Boos commented that in the last subdivision, they had homeowner
association trails and they deeded an easement for public use over their trails and they agreed at a
staff level that would provide snow removal along the main road.

Commissioner Olds asked if it could be dedicated to park but nothing being done with it.

Chairperson Johns explained they would inevitably have people wanting it mowed.

Commissioner Olds indicated his concern was if it were not designated as natural area, it would
open it up to development in the middle of wetland. He stated his thought would be to try to
preserve it without doing anything with it.

Park and Recreation Commission/May 8, 2003
Page 3 of 8
