Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, Rolfe, LaMere, Olds,
and Ostrum. Voting No: None. Absent: None. Abstain: Lehman.

COMMISSION BUSINESS

Case #1: Review Sketch Plan of River Park

Parks/Utilities Supervisor Boos explained Mr. Dale Wirz has applied for a sketch plan review for
a portion o fhis 3 7-acre homestead and nursery. T he proposed 1 6-unit subdivision would be
directly west of Geranium Street, across from Brookview Park. Parks/Utilities Supervisor Boos
commented that the sketch plan may have been withdrawn by the applicant but he was not sure
because he had not heard back from the applicant. He described the plan to the Commission.

Commissioner Rolfe asked if they would allow a trail to run down the powerline easement or
would it only be perpendicular to it.

Parks/Utilities Supervisor Boos stated he did not see any concern with running the trail down the
easement and the power company may even encourage a trail.

Commissioner Rolfe noted if it is not already on the trail plan, it should be considered.

Chairperson Johns asked if the stairs in the park would be replaced.

Parks/Utilities Supervisor Boos stated it was slated to be improved in 2004.

Commissioner Shryock asked if there has been any recent input in regards to this plan.

Parks/Utilities Supervisor Boos explained there had been concerns with the clustering. He stated
he has not followed this closely because there had been so many problems with it.

Case #2: Village of Sunfish Lake

Parks/Utilities Supervisor Boos presented an update on City Councils action relative to the
Preliminary Plat for the Village of Sunfish Lake. The project remains substantially the same as
when the Commission reviewed it in February, except Council removed the entire trail on the
south side of the plat that the Park Commission had recommended. Instead, they approved the
project with a sidewalk to be constructed along the existing 145th Lane. It is expected that a
request for Final Plat approval will be before City Council in April of this year. The
Commission's earlier discussions indicated a desire to see a part of the west side of Sunfish Lake
considered for park development in a near term timeframe. The purpose of this case is to request
that the Park Commission and City Council designate all or a portion of the park and trail fees
from the Villages of Sunfish Lake for the proposed park site at the southwest side of the Sunfish
Lake. Staff is recommending establishing a park project account, thereby reserving the
anticipated $293,475 in Park and Trail proceeds for the project. (Cash Park Dedication at a 2003
rate would be $232,200 and the Trail fee would be $61,275.) In terms of the process, staff would

Park and Recreation Commission/March 13, 2003
Page 2 of 8
