recommend initiating concept planning for all the municipal property adjacent to the lake, but <br />also look to the future development potential in the vicinity so as to best project and site needed <br />park improvements and other public improvements. Staff is therefore also recommending that up <br />to 15% of the $232,200 in Park Dedication be approved by City Council to begin the necessary <br />survey work and planning to develop the referenced concept plan. It is believed that the $34,800 <br />would be enough to go as far as to preparing construction documents for the first phase of <br />development. <br /> <br />Commissioner Olds asked how this tied into the development on Sunwood Drive to the East. <br /> <br />Chairperson Johns explained this would be the money put towards the development. <br /> <br />Parks/Utilities Supervisor Boos passed out a request for proposals and described what the case <br />contained. He indicated that Task One would confirm understanding/approach to the project, <br />Task Two would assemble base information, Task Three would generate a park service area <br />analysis, which would identify what is probable to occur in the space. Task Four would develop <br />concept m aster plans, T ask Five would b e t o refine the concept plans, T ask Six would be to <br />develop the park master plan, Task Seven would document the planning results and Task Eight <br />would develop plans and specifications. <br /> <br />Chairperson Johns commented that she thought this was an important piece of property because <br />it is the only lake side they have in the City. <br /> <br />Commissioner Rolfe noted this would be a great area for a park. <br /> <br />Chairperson Johns stated she thought this made sense. <br /> <br />Parks/Utilities Supervisor Boos explained this would be brought to the City Council on the same <br />night as the final plat is approved. <br /> <br />Commissioner LaMere asked if this was approved, could they begin working on this <br />immediately. <br /> <br />Parks/Utilities Supervisor Boos stated he thought they would. <br /> <br />Parks/Utilities Supervisor Boos explained that some money should be set aside for concept <br />planning. He recommended that a park project number be created so the park dedication fees are <br />earmarked for this park. By having the monies secured in this manner, they would still have to <br />bring forward a park plan before spending any money. <br /> <br />Commissioner Ostrum asked if they do not ask for all the money now, will this go in the fund for <br />all other parks. <br /> <br />Parks/Utilities Supervisor Boos noted that he did not think that would be a concern. <br /> <br />Park and Recreation Commission/March 13, 2003 <br /> Page 3 of 8 <br /> <br /> <br />
