Case #4: Request For Final Plat Approval Of Green Valley Estates 2nd <br /> Addition: <br /> <br />Mr. Gerald Bauer and Mr. Jeff Caine were present. <br /> <br />Mr. Raatikka noted that all of his concerns in his.reports dated December 7, 1988 and January <br />4, 1989 have been addressed by the developer. Mr. Raatikka noted that MN/DOT suggested <br />consideration be given to requiring berming adjacent to Hwy. #47 to act as a sound barrier. <br /> <br />Mr. Bauer noted that the homes in the plat will be set back from Hwy. #47; appearance wise, it <br />would be the only bermed subdivision along Hwy. #47. <br /> <br />Mayor Reimann noted that berming in this area would be a hazard in the winter months. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich to adopt Resolution <br />#89~01-3 granting final plat approval to Green Valley Estates 2nd Addition without requiring <br />berming along Hwy. #47. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Peterson and <br />Cich. Voting No: None. <br /> <br />Case #5: Use Of 1989 Community Development Block Grant (CDBG) Funds: <br /> <br />Mr. Banwart noted that it has been Federal policy to alter the use of CDBG funds away from <br />economic development activities by increasing the administration requirements to the extent <br />that it is not worth it. City staff recommends that 1989 CDBG funds be used for upgrading <br />handicap accessibility to public buildings. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to designate 1989 <br />Community Development Block Grant funds for use in upgrading handicap accessibility to City <br />Hall and the new Central Park Activities Center. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Peterson and <br />Cich. Voting No: None. <br /> <br />Case #6: Incineration Burning Moratorium Ordinance: <br /> <br />Mr. Banwart noted that the Planning Commission conducted a public hearing on January 3, <br />1989 regarding the proposed ordinance establishing a 6 month moratorium on the permitting <br />and reviewing of burning by incinerator in the City; the Commission recommended adoption of <br />the ordinance. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt Ordinance <br />#89-1 placing a 6 month moratorium on the permitting and reviewing of burning by <br />incinerator in the City. <br /> <br />City Council/January 10, 1989 <br /> Page 11 of 15 <br /> <br /> <br />
