PROCEEDINGS OF CITY COUNCIL <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, February 14, 1989 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember A1 Pearson <br />Councilmember Stephen F. DeLuca <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich (arrived 8:00 p.m.) <br />Community Development Director Mark Banwart <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the regular City Council meeting to order at 7:32 p.m. and led in the <br />Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Gary Ostrom - United Power Association - Referred to the conditional use permit and site <br />plan approved by Ramsey for the UPA substation on 153rd. Mr. Ostrom noted that the <br />conditonal use permit calls for landscaping and berming; the site plan calls for landscaping; <br />City Staff has agreed that the requirements agreed to in the site plan supercede those in the <br />conditional use permit. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to approve the <br />agenda with the following additions: <br /> <br />CONSENT AGENDA <br /> Item #16: Approve application from the Cystic Fibrosis Foundation for a <br /> gambling license at JR's Saloon, 6141 Hwy. #10 N.W., Ramsey, and <br /> waive the 60 day waiting period. <br /> <br />MAYOR AND COUNCIL INPUT <br /> a. Discussion regarding Keeping of Horses ordinance. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson.
