Councilmember Pearson stated that he appreciates developer concerns with showing up at <br />meetings with attorneys and engineers only to have their cases tabled. Council is aware of <br />the problem and will do what they can to alleviate the problem. <br /> <br />Councilmember Peterson noted that there has been a large mm-over in city staff over the <br />years and each time there is a tm-over, developers have to begin all over again; hopefully, <br />that will change in the future. The communication level between commissions, council and <br />staff is in need of revision. Councilmember Peterson stated that he hopes what has come <br />out of tonight's meeting does not stop at this point; the concerns expressed are legitimate <br />and he does not foresee the developers coming back in six months with the same <br />complaints. <br /> <br />Mayor Reimann stated that the developers have taken the time to present their concerns to <br />Council and it is Council's responsibility as elected officials to see if the problems can be <br />remedied. Mayor Reimann stated that City Council should meet with City Staff, Planning <br />and Zoning Commission and Park and Recreation Commission to review the issues <br />brought up at tonight's meeting and make recommendations to make the process more <br />workable. <br /> <br />Mr. Darryl Fults stated that the Economic Development Commission has a good <br />relationship with City Council and is willing to function as a liaison with developers. Mr. <br />Fults stated that the City needs somebody to follow up on economic development leads. <br />Mr. Fults inquired as to why a commercial or industrial building needs to go through the <br />site plan process if the structure meets all the requirements of the ordinance. <br /> <br />Mr. Hartley replied that it is unusual to require site plan reviews of all commercial/industrial <br />construction but there is a special interest in Ramsey in making sure commercial investment <br />is made in a way that is consistent with City Council policy. But when issues are dealt <br />with on a case by case basis as a Council, there is a greater tendency to deviate from a <br />consistent trend. <br /> <br />Mr. Clayton Berg noted that the Anoka City Council also has a policy to review all <br />commercial buildings. The building code standard is far below what Ramsey has <br />established for it's commercial/industrial areas and by bringing those plans to Council, <br />standards can be upgraded. Site plan reviews by Council is a good policy. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to adjourn the <br />meeting. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Peterson, Cich <br />and Pearson.
