Ramsey City Council
March 31, 1989
Page 2

3. Compared with other communities, the cost of going
through these various meetings and hearings becomes
prohibitive and does not result in orderly planning.

4. Policies established by the Council are from time
to time ignored. Ofttimes it appears it is because of
lack of understanding.

A. The process does not appear to be well
disciplined in that the various volunteer
advisory commissions are not well informed as
to their role and responsibility. The process
needs disciplining to -properly reflect the
Council's direction.

5. We recommend that you examine the City Manager's
responsibility and authority with the suggestion that
he be assigned the duties of administration only.
Carrying out the policy of the City Council on orderly
growth and development should be assigned to an
individual who carries the authority from the City
Council directly and does not involve the City Manager
in the implementation of the developmental policy.

6. It is evident that you have more than sufficient
need to justify a fulltime city engineer. It is our
suggestion that you proceed to develop a job
description for an engineer/planner and recruit and
hire such a person to assume the. responsibilities
outlined in paragraph 7'. It should be recognized that
the engineer/planner would have to have the 'authority
to retain the services of an engineer/consultant for
various needs which require specialized training.

7. Some communities have a person whose sole
responsibility is for economic development. In this
instance, as you examine the need for an individual to
have independence and to have the authority directly
from the City Council to be your representative and
coordinator, you should consider the possibility of
having the engineer/planner assume those responsi-
bilities and have the corresponding authority.

We realize that generally speaking city managers are considered
CEO's and it makes some management sense that you have each
separate division's responsibility for carrying out the policies
