Mr. Hartley presented a summary of ordinances/policies that are in thc process of being
reviewed or need to be reviewed.

Case #16: Current Status Of City Projects:

Mr. Hartley provided Council with a project status report. These reports have been
developed to improve communication between Council and Staff.

Case #17:

Status Of Anoka/Ramsey Delegation; Case Of McKinley Street
Extension:

Mr. Banwart reported that the first meeting of the Anoka Ramsey Delegation is scheduled
for Monday, April 17 at 5:30 p.m. in the Community Room at Anoka City Hall.

Case #6: Review Residential Housing Standards:

Mr. Goodrich recalled that at the request of the Building Official, the housing ordinance
was introduced on March 28, 1989 in order to provide provisions for addressing
substandard and unsanitary housing conditions.

Councilmember DeLuca suggested that the ordinance should clarify the criteria to be used
in determining entry to a home for inspection is necessary.

Council directed that language be added to the ordinance identifying criteria to be used in
determining cause for entering a home.

Case #18: Consider Adoption Of Resolution Supporting Expansion Of
The Mississippi County Park:

City Council reviewed the proposed resolution to support expansion of Mississippi County
Park.

Mr. Hartley reported that the actual boundaries of that property adjacent to Hwy. 4/10 that
would be returned to Ramsey for commerical development as well as the park boundaries
as the relate to Mr. Jim Martin's property are still in negotiations.

Motion by Councilmember Peterson and seconded by Mayor Reimann to adopt Resolution
//89-04-72 approving the expansion of the Mississippi West County Park.

Further Discussion: Mr. Hartley noted that the City has received assurance from
Commissioner Steffen that park plans include an easement for a storm sewer outlet to the
Mississippi River and a 500 foot corridor is being reserved for a bridge crossing.
Councilmember DeLuca expressed concern with the resolution implying park boundaries
and the fact that Mr. Martin is not present to address his interests nor has the City received
an answer from Commissioner Steffen regarding the amount of acreage required for a
regional park. Mr. Hartley noted that the park boundaries cannot be negotiated until there
is a basic endorsement by the City to expand the County park. Councilmember Peterson
restated his motion as follows:

Motion by Councilmember Peterson and seconded by Mayor Reimann to adopt Resolution
#89-04-72 approving the expansion of the Mississippi West County Park.
