Mr. Hartley <br />recommended advertising for bids for maintenance of parks in the south half of the City, <br />excluding City Hall grounds and the park facilities at Ramsey School. Regarding the <br />complexity of the specs, Mr. Hartley stated that he and Councilmember Peterson have <br />reviewed them and see no need for amendments. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Peterson to authorize <br />City Staff to advertise for bids for maintenance of parks in the south half of the City. <br /> <br />Further Discussion: Councilmember Cich inquired as to what thc bids came in at in 1988. <br />Mr. Raatikka recalled that the bids were around $80,000 for maintenance of all City parks. <br />Councilmember Peterson noted that Anoka and Coon Rapids provide for summer <br />employment, cost efficient park maintenance and youth pride in parks by establishing <br />programs for hiring students for park maintenance. Mr. Hartley stated that he would cost <br />out establishing a program similar to that of Anoka and Coon Rapids for comparison with <br />the cost of contracting out. Mayor Reimann noted that Mr. Mevissen's concern with youth <br />programs is that he does not have an adequate number of personnel to supervise the youth. <br />Mr. Hartley cautioned against advertising to contract out park maintenance if there is a <br />possibility the Council will establish a youth program. Mayor Reimann stated that the <br />youth program could be established for park maintenance in the north half of the City. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #13: Report From Personnel Committee: <br /> <br />Mr. Hartley noted that the Personnel Committee is in the process of receiving applications <br />for the following positions: public works maintenance worker, accounting technician and <br />personnel coordinator. <br /> <br />Case #14: Report On Status Of Water Problem At 6840 164th Lane N.W.: <br /> <br />Mr. Hartley reported that the flooding problems at 6840 164th Lane were resolved when <br />the frost went out and water could soak into the ground. <br /> <br />Councilmember Pearson noted that fill was being added to the property adjacent to 6840 <br />164th Lane.
