Hartley viewed the consensus of those present that alternatives be considered on <br />Highway 47. Because the same engineering firm is being used by both cities, they <br />should be asked to draw sketches for low cost ideas which will meet <br />transportation standards. These options will be brought back to this same group <br />of individuals at a later date for their consideration. <br /> <br />Kirchner pointed out that the Anoka Planning Commission expressed the concern <br />that another line not be drawn through the Anoka Industrial Park which woold <br />inhibit further development in the park. <br /> <br />Banwart addressed the next item of discussion, MSA transportation coordination. <br />He noted that Anoka is anticipating using the Rum River bridge crossing for a <br />major hook up with the water system. Anoka has an agreement with the City of <br />Andover to provide an interconnect between the systems. The City of Ramsey is <br />suggesting a similar agree ment be reached between Ramsey and Anoka. The two <br />possible locations suggested were by Highway 47 by the Rum River bridge and over <br />by Thurston Ave. <br /> <br />Banwart reviewed the Ramsey MSA system noting their efforts to have east/west <br />connecting roads. The McKinley extension was discussed in relation to same. <br /> <br />Mr. Banwart stated that Anoka County has a small property near the 116 Bridge <br />area that is unsuitable for many uses. Ramsey is suggesting that that area <br />become a ride share parking area with proper landscaping. It was further sug- <br />gested that a shared Ano~a/Ramsey monument sign be erected at this location. <br /> <br />Also discussed was a proposed Dayton/Ramsey river bridge crossing to be located <br />near Foster Island. Other proposed roads were discussed. Of those was a road <br />connecting County road 83 to Armstrong and Ramsey Blvd. and back into Highway 47 <br />which would also help with traffic relief for the AnoVa Co. fairgrounds. <br /> <br />Hartley specifically pointed out that this proposed Dayton/ Ramsey bridge is not <br />intended to be in competition with the Anoka/Champlin bridge for the State's <br />considerations. Ramsey reportedly supports the restructuring of the bridge as <br />proposed. The proposed Dayton/Ramsey bridge is long-range planning, potentially <br />in 20 years. <br /> <br />Upon discussion of the requested water system connection, Schultz explained that <br />Anoka and Andover have had said agreement for six years and Anoka is developing <br />such an agreement with Coon Rapids also. Schultz stated that if an agreement is <br />entered into between Anoka and Ramsey, that it be done at the time the 116 bridge <br />is built. In further discussion Hartley stated that as of July 1989 Ramsey will <br />have constructed an additional water tower in the River's Bend area which can <br />also serve the needs of Anoka in the event of a disaster. Schultz reported for <br />clarification that Anoka's agreement with Andover is for a one-way connection, <br />noting that Andover does not have iron and manganese treatment for their <br />municipal water. Those same concerns will be held for Ramsey. <br /> <br />Discussion continued with the suggested co-community monoment sign. Hartley <br />urged the two cities' consideration of this venture to demonstrate their mutual <br />cooperation. Banwart explained that the parcel involved consists of <br />approximately 2-3 acres. Nagel suggested that the MTC bus line consider it if <br />the two cities decide on a park and ride share area. Banwart pointed out that <br />Ramsey isn't part of the MTC system. Mann suggested that perhaps after the <br />engineers submit the discussed road change sketches that this 2-3 acre triangle <br />may not exist. Schultz reported that the County has already gone out for bids on <br />116 from Thurston Avenue to the river and expects it to be built before July 1. <br />The bridge will be started yet this summer. Weaver concurred that the suggested <br />monument would be appropriate as the gateway for both cities. <br /> <br />DeLuca pointed out that residents and businesses on Rivers Bend were opposed to <br />moving the Highway 47 alignment very far. He felt these concerns should be <br />considered. Hartley pointed out that as proposed the road would not be moved <br />away from them significantly but would improve their location. He suggested that <br />these people could perhaps be brought into future discussion. When suggested by <br />Kirchner that the area may be under utilized and perhaps not the best place for a <br />long-term ride share location, Hartley disagreed in that he felt it would make <br />excellent use of a transitional property. While the triangular property would be <br />within the City of Ramsey and most of their community is not MTC available, they, <br />however, want to make this facility available to Anoka and nearby Ramsey <br />residents. <br /> <br /> <br />
