Motion by Councilmember DeLuca and seconded by Councilmember Pearson to approve <br />the review comments and transmit the comments to Anoka County. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to direct staff <br />to prepare a letter to the County formally requesting a minimum of two copies for future <br />review chapters and requesting that referenced documents or appendices be included. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember DeLuca to establish a <br />Site P project team consisting of Councilmember DeLuca, City Administrator Hartley and <br />Hakanson Anderson Associates. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #17: Receive Bids For Parks Maintenance Services; Service Project <br /> #89-1: <br /> <br />Mr. Otto stated that the city received one bid for Parks Maintenance Service Project #89-1 <br />in the amount of $41,724.50 to maintain a portion of the City's parks. If Council <br />determines to contract for park maintenance services, staff recommends award of the bid to <br />J.T. Noonan. Mr. Otto noted that the proposed resolution also authorizes negotiating with <br />the contractor to change the scope and cost of work to be done. <br /> <br />Mr. Hartley noted that the City has expended approximately $40,000+ in previous years to <br />maintain all of the City parks, but not to the level specified in the park maintenance <br />proposal. <br /> <br />Mayor Reimann stated that contracting for maintenance of one half of the city parks will <br />provide the city with data to use in comparing contracting out to in-house maintenance. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt <br />Resolution #89-04-86 accepting bids for Parks Maintenance Services and awarding a <br />contract for such improvement. <br /> <br />Further Discussion: Councilmember Peterson inquired about past discussions regarding <br />establishing a program to hire students for park mainteance services. Mr. Hartley replied <br />that the summery student hiring programs involve youths 13-15 years in age; such a <br />program requires a substantial amount of supervision and should not be entered into <br />expecting a complete park maintenance program. Councilmember Peterson noted that the <br />City of Anoka hires high school students for all of the City's park maintenance. <br />Councilmember Cich stated that there are a lot of parks in Ramsey that only need mowing, <br />which is something students can do. <br /> <br />Motion carried.
