Voting No: None. <br /> <br />Case #3: Request For Preliminary Plat Approval Of Juniper Woods; <br /> Case of Mr. Dickman C. Knutson: <br /> <br />Mr. Banwart recalled that on April 5, 1988, Planning and Zoning conducted a public <br />hearing regarding Juniper Woods and recommended tabling the plat until after the requested <br />MUSA expansion was approved so as not to become prejudicial in selecting one <br />development over another in the ability to get municipal sewer and water. The Planning <br />and Zoning Commission met on March 28, 1989 and recommended preliminary plat <br />approval of Juniper Woods as indicated on a layout dated May 25, 1988 and contingent <br />upon the subject area being inlcuded in the MUSA boundary and complying with the terms <br />of the City Engineer's report dated April 12, 1988. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to approve <br />the preliminary plat for Juniper Woods contingent upon the plat being included in the <br />MUSA boundary and compliance with the City Engineer's report dated April 12, 1988. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #4: Request For Final Plat Approval Of Wildwood Acres Addition: <br /> <br />Mr. Banwart recalled that on March 28, 1989, City Council approved the preliminary plat <br />of Wildwood Acres. Mr. Banwart noted that all items contained in the City Engineer's <br />report of April 19, 1989 have been satisfied. Mr. Banwart proceeded to review the <br />proposed resolution for final plat approval with City Council. Mr. Banwart noted that the <br />resolution has been amended to require compliance with Am~y Corps of Engineer, and any <br />other agency, permitting requirements. <br /> <br />Mayor Reimann indicated that he has been contacted by adjacent property owners <br />concerned with Wildwood's affect on area drainage. <br /> <br />Mr. Otto replied that Wildwood Acres will require very little grading and the engineers do <br />not see an impact to the north and east. <br /> <br />Mr. John Hanson stated that he owns 80 acres northwest of Wildwood that is separated <br />from Wildwood by a 40 acre parcel containing 5-7 acres of developable land. Mr. Hanson <br />requested that the City require an easement to the boundary of the northwest comer of <br />Wildwood to accommodate future access to property to the northwest to eliminate the dead- <br />end syndrome in the area. <br /> <br />Mr. Berg stated that most of the 120 acres to the northwest is wetlands and it is not <br />economical to construct a road to serve such a small amount of buildable land. <br /> <br />Mr. Otto confirmed that Mr. Hanson's property would be better served by some other route <br />than through Wildwood. The economics of accessing the Hanson property via Wildwood <br />is reinforced by the fact that the Hanson property is proposed to be imposed with the 4 <br />units per 40 acres density requirement. <br /> <br />City Council/April 25, 1989 <br /> Page 7 of 17 <br /> <br /> <br />
