Mayor Reimann inquired as to groundwater elevations in the Wildwood area. <br /> <br />Mr. Berg replied that groundwater elevations are 4.5 to 6 feet; some lots will require some <br />filling; the majority of the drainage will be directed to the south and west. <br /> <br />Mr. John Hanson noted that Lot 10, Block 2 of Wildwood contains the gas pipeline, UPA <br />and NSP power line easements. <br /> <br />Mr. Berg replied that event with the utilities on Lot 10, there is more than adequate <br />buildable space remaining. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Peterson to adopt <br />Resolution #89-04-82 granting final plat approval to Wildwood Acres, amended as <br />follows: <br /> <br />The developer providing an easement to the northwest corner of the plat to <br />accommodate the possible future need for access to property to the northwest. <br /> <br />The developer maintaining a 50 foot setack from the gas pipeline on Lot 10, Block <br />2. <br /> <br />That Outlot G in Countryside Estates, which was platted as a future street and is <br />owned by the City, will provide access to Wildwood and will be developed by the <br />developer of Wildwood Acres. <br /> <br />Further Discussion: Councilmember Cich expressed concern with the area groundwater <br />table and drainage. Councilmember DeLuca stated that area drainage problems are due to <br />problems with County Ditch #27; the existing drainage problems in the area are not caused <br />by Wildwood Acres. Councilmember Peterson noted that any future development of the <br />road easement in the northwest corner of Wildwood to access property to the northwest <br />will be the responsibility of the developer to the northwest and not the residents of <br />Wildwood. Shari Thole of 17440 Gibbon Street stated that because of unpredictable <br />drainage and water table conditions in the area, the number of home sites allowed in <br />Wildwood should be reduced to avoid impact on adjacent properties. Mr. Otto replied that <br />Wildwood will add to the cumulative runoff in the area but the plat has more than adequate <br />drainage and ponding area. Mayor Reimann noted that by ordinance, plats are required to <br />provide pondings areas to control runoff; it is possible that the residents of Deerwood will <br />need a feasibility study to address drainage problems in that plat. Ms. Thole noted that <br />Metro Council recommends developing this area at a density of 4 units per 40 acres. <br />Mayor Reimann stated that the City has been dealing with the Metro Council and density <br />issues for many years; the 4 in 40 aspect is not in effect at this time. Mr. Otto confirmed <br />that the 4 in 40 density requirement is not in effect and none of the communities adjoining <br />Ramsey have been imposed with that density requirement. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson.
