CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, May 9, 1989 at the Ramsey <br />Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding the proposed <br />Anoka County Rum River Erosion Control Ordinance to limit wake from boats and water skiing on <br />the Rum River within City limits. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Kenneth Peterson <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Richard Cich <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br />Community Development Director Mark Banwart <br />Finance Officer Sandra Ashley <br />Chief of Police Michael Auspos <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:35 p.m. <br /> <br />CITIZEN INPUT <br /> <br />City Engineer Raatikka stated that the proposed ordinance has not been changed since the last <br />meeting. It's a County ordinance; the City just needs to review it and if we choose to, support it. <br /> <br />Mr. John Weaver of the Lower Rum River Water Management Organization stated that he <br />represents the Cities of Ramsey, Anoka, Coon Rapids, and part of Andover. He said that this was <br />brought to the attention of the Anoka County Board of Commissioners by concerned residents <br />whose riverfront properties suffer erosion due to the use of jet skiing and high-speed and high- <br />powered boats for water skiing. This endangers the safety of those living on the fiver and others <br />using the river. The Rum River is one of seven designated wild and scenic rivers. The proposed <br />ordinance calls for a minimum wake on the river which means that the use of the fiver would be <br />somewhat inhibited. Two of the three neighboring City Councils have already approved the <br />ordinance. <br /> <br />Councilmember Cich asked for clarification on what is a "high-powered boat" and what is <br />"minimum wake". <br /> <br />Mr. Weaver stated that anything entering the water creates a wake. The purpose of the ordinhnce is <br />to eliminate the dangers to all that use the river and reduce the erosion action to the shoreline.
