CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, May 23, 1989 at the Ramsey <br />Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Pearson <br />Councilmember Kenneth Peterson <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka <br />Community Development Director Mark Banwan <br />Mr. Merland Otto/Hakanson Anderson Assoc. (arrived 9:25 p.m.) <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the regular City Council meeting to order at 7:40 p.m. and led in the Pledge <br />of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Jay Fetyko - 4909 142nd Lane N.W. - Stated that 3 weeks ago he initiated discussions with the <br />City's Community Development Department regarding recent housing developments in River's <br />Bend. Mr. Fetyko stated that at the time he built his home in River's Bend, he was informed that <br />there were certain restrictions regarding structure height and walkout styles were prohibited. Lots <br />are now being developed by adding more than 2 feet of fill, which should require a conditional use <br />permit, in order to accomodate constructing walkouts. The added fill brings the elevation of the <br />newly developed lots at least 6 feet above the grades of existing development. Mr. Fetyko stated <br />that he is also concerned with the impact to drainage caused by the transition from a flat to a hilly <br />terrain. Mr. Fetyko requested that some action be taken before development progresses any further <br />in River's Bend. <br /> <br />Mayor Reimann noted that City Staff and the developers of the lots in question are working to <br />resolve the matter. <br /> <br />Jan Koshak - 4869 142nd Lane N.W. - Stated that her neighboring lot is being developed at a <br />grade that puts the driveway 6-8 feet higher than hers; building permits should be pulled until this <br />matter is resolved. <br /> <br />Ed Eide - 5020 142nd Lane N.W. - Stated that he has the same concerns with current development <br />in River's Bend. The homes across the street from him are at a grade 6 feet above his. Mr. Eide <br />stated that at the time his home was built, he was told by the builder that walkout sties were not <br />feasible; this has become an issue of fairness. <br /> <br />City Council/May 23, 1989 <br />Page 3 of 14 <br /> <br /> <br />
