The City has a density transition ordinance in effect. The plat abuts <br />an urban single family neighborhood to the east and south. The .density transition ordinance <br />provides for several transitioning options for the City to consider. These include the use of <br />landscape buffering, the matcking of densities, or other alternatives as agreed upon by the <br />developer and the City. Staff would' like to meet with the development team prior to the <br />Planning Commission meeting, to discuss possible density transitioning options. Given the <br />interest that the surrounding neighborhood has in regards to the development of the property, <br />staff is thinking that a mutually agreeable density transitioning plan' should be worked on <br />between the City, the developer, and the neighborhood. A copy-of the density transitioning <br />ordinance is attached. "'~. <br /> <br />Tree Preservationl At the.time of preliminary plat review, a tree preSerVation plan should <br />be submitted that identifies tree types 'and size, identify.tree removal .limits, and the' location <br />of the tree save fences: <br /> <br />Shoreland District: Portions of the proposed parcel to be developed are Contained in the <br />Shoreland Overlay District. Sunfish Lake is classified as a Recreational Development Lake <br />and land within 1000 feet of the Ordinary High Water mark need to comply with the <br />. shoreland regulations. These regulations include a rain/mum of 15,000 square feet for each <br />lot and a width of 75 feet at the building line. Under the adopted Shoreland OrdinanceS, a <br />PUD that alters the minimum dimensional standards can be considered, but first need tO be <br />approved by the Minnesota Department of Natural' Resources before the City approves the <br />development. As the application of shoreland standards cOUld dramatically impact the layout <br />of the subdivision, staff suggests that we arrange a meeting with DNR officials soon to get. <br />their feedback on the proposed development. <br /> <br />Environmental Issues: As this development is-occuring within the Shoreland-Overlay' <br />District, City Code requires that certain environmental review occurs, and criteria is met. <br />part of the preliminary plat review, staff will be reviewing the material: submitted to ensure <br />compliance. Attached, please fred the pertinent sections from the City Ordinances regarding <br />the environmental review. · <br /> <br />Sidewalks. In accordance with City Code, sidewalks are required on one side of all non cul- <br />de-sac streets. <br /> <br />15. Trail Development: The sketch plan will be forwarded to the park Commission for a <br /> recommendation on trails. At a minimum, it-is: expected that the developer will' be required <br /> to construct a trail on the south side of Sunwood DriVe. <br /> <br />16. Park Dedication: The sketch plan will be forWarded to the Park Commission for. a. <br /> recommendation on park dedication. The' City has-the option for cash, land, or a combination <br /> of'the two. The 2003 rate for park dedication is $1,800 per unit; again, the rate.in effect at <br /> the time of final plat approval will be required. <br /> <br /> <br />
