Site Plan Review: Town Center Gardens <br />May 30, 2003, Revised June 23; 2003 <br />Page 3 of 5 <br /> <br />Structure Height: The proposed units do not exceed the City's maximum building height of 35 <br />feet. <br /> <br />Off-Street Parldng Requirements: The proposed development is required to provide a <br />minimum of 364 off-street parking spaces (2 parking stalls per unit) within the development. The <br />proposed townhouse units will all include a two-stall garage and a driveway that will be 25 feet <br />in length. The proposed garage and driveway will provide enough area for more than two off- <br />street parking stalls per unit. <br /> <br />The site plan also shows 41 parking spaces for guests contained in.parking nodes. All of the <br />parking nodes are located within private roads. <br /> <br />Maximum Driveway Width: The maximum driveway width permitted for each unit is 20-feet. <br />The site plan meets this requirement. <br /> <br />Architectural Standards: Exterior materials must consist of allowed exterior treatments. <br />Allowable exterior treatments include brick, wood, and vinyl siding. Please bring color <br />elevations to the June 25, 2003 Planning Commission meeting. <br /> <br />Landscaping:. According to the revised plans dated June 13, 2003, there will be a total of 156 <br />units. For each unit, there should be a minimum of two overstory trees, four ornamental trees, <br />and twelve shrubs (resulting in o,~minimum of 312 overstory trees, 624 ornamental trees, and <br />1,872 shrubs). <br /> <br />The landscaping plans submitted show the overall site plantings as well as the typical plantings <br />around each building. The overall shrub plantings total 2,008, which exceeds the minimum <br />planting requirements by 136 plants. However, one of the species, Stella D'Oro Daylily, is not <br />considered a shrub, and thus, should not be counted toward the overall shr9~ bbery plantings. This <br />results in a shortage of 246 shrubs. Another shrub species should be substituted for the Stella <br />D' Oro Daylily. <br /> <br />The revised plans show a total of 312 overstory trees (139 evergeen and 173 deciduous) being <br />planted throughout the site. This meets the minimum number of required overstory plantings. <br />However, the plan indicates that a total of 177 ornamental trees will be planted, while the <br />minimum requirement is 624 (two ornamental trees per each overstory tree). <br /> <br />As Staff and the Developer have discussed, the current landscape ordinance is in the process of <br />being revised to reflect more realistic planting guidelines. The City's Environmental Protection <br />Task Force is proposing that the City create standards based more on quality plantings than <br />quantity and is using a 20-year canopy cover as the goal that landscaping plans should adhere to. <br />It should be noted that the revised plan does include 114 more ornamentals than the original set <br />of plans.
