The development will be serviced by municipal water and sewer. <br /> <br />The Park and Recreation Commission reviewed the sketch plan of Rivenwick 3rd Addition at their August <br />meeting. The Park Commission is recommending an 8 foot trail along Riverdale Drive extending from <br />the western boundary line to Garnet Street. The trail will continue to extend along the northwest side of <br />Riverdale Park to the eastern edge of the park. Park dedication is recommended to be satisfied by a cash <br />payment. <br /> <br />The project is subject to the review and permitting process of the Lower Rum River Watershed <br />Management Organization (WMO). <br /> <br />The Planning Commission held a public hearing and reviewed the preliminary plat on September 5, 2002. <br />The Planning Commission tabled the item and directed staff to complete the following: 1) Hire a <br />consulting firm to conduct a traffic generation analysis for the proposed development 2) Discuss with the <br />developer the cost of upgrading the existing signals on U.S. Highway #10 and how the cost is to be <br />distributed 3) Provide clarification on how the existing berm will be maintained. <br /> <br />Staff met with the developer and discussed the above items. Staff hired SRF to complete a traffic <br />generation analysis for the proposed development; the results of the analysis have not been provided to <br />the City at the time this case was written. Staff will be prepared to verbally provide the traffic generation <br />analysis at the Planning Commission meeting. <br /> <br />Prior to meeting with the developer, Staff contacted MnDot and requested a cost estimate to upgrade U.S. <br />Highway # 10. Staff has not received the requested information at this time, however Staff met with the <br />developer and discussed several options to address the U.S. Highway #10 upgrade requirement. It should <br />be noted that MnDot is proposing to upgrade the intersection of U.S. Highway # 10 and Ramsey Blvd. in <br />the year 2004 or 2005 and the estimated cost to the City at that time will be $5,000. <br /> <br />The first option discussed is that the developer constructs Riverdale Drive to connect to Highway #10 <br />and the developer's pays for the intersection upgrade in accordance with MnDot's requirements. It is <br />possible that MnDot will allow the intersection upgrade to be constructed in a more temporary nature <br />since MnDot is proposing to upgrade the intersection in the near future. A second option is the developer <br />gets preliminary plat approval for the development as presented and during final plat approval the <br />developer would plat a maximum of three structures (24 units) as a first phase. At such time when phase <br />two is platted the developer will be responsible for constructing' Riverdale Drive to connect with <br />Highway/410 and meet MnDot's requirements for Highway #10 upgrade. This option was discussed <br />with the Fire Chief, Dean Kapler and he is agreeable to permitting a maximum of three to be constructed <br />in the first phase from a health, fire, and safety standpoint. The last 'option is the developer waits to <br />construct any portion of the proposed development until MnDot upgrades U.S. Highway # 10 and Ramsey <br />Blvd. intersection sometime in the year 2004 -2005. <br /> <br />Subsequent to the September 5, 2002 Planning Commission meeting, staff received a letter from MnDot <br />stating some concern regarding the "kink" alignment proposed for the connection Riverdale Drive to U.S. <br />Highway #10. MnDot has also requested that the City look at how the traffic noise generated from U.S. <br />Highway #10 affects the proposed townhouse development. It should be noted that the closest <br />townhouse unit to U.S. Highway #10 is approximately 750 feet. Staff will engage the services of SRF <br />Consulting firm to verify what requirements, if any, should be taken to address traffic noise from U.S. <br />Highway #10. Staff is attempting to meet with MnDot representatives and the developer to address <br />MnDots concerns regarding the alignment of Riverdale Drive. <br /> <br />Subsequent to the Planning Commission meeting, Staff received a letter from MnDot stating some <br />concern regarding the proposed alignment of Riverdale Drive to U.S. Highway #10. Staff is attempting <br />to set up a meeting with MnDot the week of September 30, 2002 to get further clarification regarding <br />their comments ..... <br /> <br /> <br />
