In conversations with the Parks and Utilities Supervisor and in researching the grant the City received for <br />installing plantings along the existing berm on the subject property; it was determined that the style and <br />desired maintenance of the berm would be at the discretion of the developer. The developer stated to <br />staff that they would prefer to install an appropriate sprinkler system and maintain the berm with a <br />manicured ground covering (seed or sod). The maintenance of the berm will be the responsibility of the <br />Home Owners Association for Rivenwick 3rd Addition. <br /> <br />The proposed townhouse development is required to comply with the newly adopted Density <br />Transitioning Ordinance. The developer is proposing to satisfy density-transitioning requirements by the <br />Landscape Buffering option. The Density Transitioning Ordinance states that when an R-2 Medium <br />Residential Development abuts a R-1 Single Family development the developer must provide a 25 foot <br />wide buffer, in common ownership, with a minimum of 2 over story trees, 2 evergreen trees, and 2 under <br />story trees per 100 feet of property abutting the adjacent R-1 district. In this case, the development <br />would be required to provide 72 trees; the berm currently contains 344 established over story, evergreen, <br />and under story trees. The townhouse development significantly exceeds landscape buffering density- <br />transitioning requirements. <br /> <br />Recommendation: <br /> <br />City Staff recommends preliminary plat approval contingent upon compliance with City Staff Review <br />Letter dated September 27, 2002. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council approve/deny the preliminary plat of Rivenwick 3rd Addition <br />contingent upon compliance with City Staff review letter dated September 27, 2002 and the developer <br />receiving a rezoning of that portion of the subject property which is zoned B-1 Business. <br /> <br />· PC: 10/03/02 <br /> <br />Review Checklist: <br />Community Development Director <br />Principal Planner <br />City Administrator <br />City Engineer(s) <br /> <br /> <br />
