CASE #:~ <br /> <br />REQUEST FOR SITE PLAN REVIEW OF RIVENWICK 3~ ADDITION <br />CASE OF TURTLE MOON INC. <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />Turtle Moon Inc. has applied for site plan review of a townhome development. The property is <br />generally located south of Riverdale Drive and north of the existing Rivenwick urban residential <br />development. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />c) <br /> <br />Site location map <br />Site Plan <br />Draft Planning Commission meeting minutes dated September 5, 2002 <br />City Staff Review Letter dated August 30, 2002 <br /> <br />Notification: <br /> <br />State statute does not require site plans to be subjected to a public hearing. However, the <br />development is required to go through preliminary plat review and residents within 700 feet were <br />notified of the proposed development. <br /> <br />Observations: <br /> <br />The project area is approximately 19.46 acres in size. The maximum net density established in <br />the R-2 District is 7 units per acre. The site plan is proposing the development of-112 <br />townhouse units. The development contains an MSA road and therefore, the net area of the <br />project is 16 acres. Net density for the proposed development is 7 units per acre; this complies <br />with City Code. The development will be platted as a Common Interest Community (CIC), <br />which means the townhouse structures will be platted at Anoka County when construction of the <br />units has commenced. When the developer plats the individual units at Anoka County, they must <br />conform to the approved site plan and preliminary plat. <br /> <br />The majority of the property is zoned R-2 Residential and a small portion of the property is <br />zoned B-1 Business. The developer has submitted an application to rezone the B-1 portion of the <br />subject property to R-2 Residential. <br /> <br />The townhouse units will front onto private streets. The private streets will provide access to <br />138th Avenue, which provides access to Riverdale Drive. Riverdale Drive is proposing to <br />connect to Highway #10 and to Garnet Street. Connecting Riverdale Drive to Highway #10 will <br />involve the resignalization of Highway #10 and Ramsey Blvd. intersection. <br /> <br />A few of the private streets do not comply with City Code specifications and the site plan will <br />need to be revised accordingly. <br /> <br />The proposed development meets all setbacks, unit size, structure height, and off-street parking <br />requirements established in the R-2 district. <br /> <br /> <br />
