REQUEST FOR SKETCH PLAN REVIEW OF A <br />MINOR SUBDIVISION; PLANTS AND THINGS; <br />CASE OF LARRY HICKMAN <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />Larry Hickman is proposing to redevelop property located at the northeast comer of the <br />intersection of State Highway 10 and CSAH 57 (Sunfish Lake Blvd.). The project area <br />consists of two parcels; Plants and Things operates on the northwest parcel and Mr. and <br />Mrs. Dillion reside at the homestead located just east of the Plants and Things operation. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />c) <br /> <br />Site location map <br />Sketch plan <br />Letter from Anoka County Highway Department <br />City Staff review letter dated September 27, 2002 <br /> <br />Notification: <br /> <br />Minor Subdivisions are not required to be subjected to a public hearing. <br /> <br />Observations: <br /> <br />The property proposing to be re-platted is 11.87 acres in size. The project area consists of <br />two parcels. The developer is proposing to combine the two parcels into one commercial <br />lot. Mr. Hickman is proposing to shift the Plants and Things business to the east and <br />construct a new 49,100 square foot facility. It is staff's understanding that Mr. and Mrs. <br />Dillon will be residing on the property until December 31, 2003. In the event Mr. and <br />Mrs. Dillon plan to continue to live on the property after the two parcels have been re- <br />platted; Mr. Hickman will have to obtain an Interim Use Permit to maintain two principal <br />uses on one parcel. The Interim Use Permit must be obtained prior to the plat of Plants <br />and Things being recorded at Anoka County. <br /> <br />The property is zoned B-3, Highway Business District and the existing Plants and Things <br />operation is permitted in the B-3 Zoning District. <br /> <br />The proposed parcel meets the half-acre minimum lot size requirement, the 100-foot lot <br />width and 150-foot lot depth requirement established in the B-3 Business District. <br /> <br />Currently, the property has one access from Sunfish Lake Boulevard (County Road 57) <br />and two accesses from U.S. Highway 10.
