three access points. Anoka County Highway Department submitted a letter to the City
stating that County Road 57 may be expanded in the future to include left and right turn
lanes. The applicant should be aware Anoka County Highway Department may need
additional right of way in the future. Staff sent the proposed sketch plan to MnDot for
their review and comment. Staff has not received any comments at this time; however
Staff is anticipating MnDot will require the two access points from U.S. Highway #10 be
closed and right of access be dedicated to the State.

The sketch plan is providing Outlots A, B, and C through the subject property to serve as
a future public frontage road. The Development Agreement for the minor subdivision
will require language that at the request of the City the Outlots will be deeded to the City
as public right-of-way.

The site will be serviced by municipal sewer and water facilities.

The sketch plan is not subject to park dedication requirements since there is no new
buildable commercial lot being created.

The proposed new facility will be subject to site plan review for parking and setback
requirements, architectural standards, and overall site design.

Recommendation:

The Planning Commission should review the sketch plan based on the criteria outlined in
the Staff Review Letter dated September 27, 2002.

Commission Action:

Motion to approve/deny the sketch plan for Plants and Things and recommend that the
City Council grant/deny final plat approval contingent upon compliance with City Staff
Review Letter dated September 27, 2002.

Review Checklist:
Community Development Director
Principal Planner
City Engineer

Copy to:
Parks/Utilities Supervisor

PC: 10/03/02
