three access points. Anoka County Highway Department submitted a letter to the City <br />stating that County Road 57 may be expanded in the future to include left and right turn <br />lanes. The applicant should be aware Anoka County Highway Department may need <br />additional right of way in the future. Staff sent the proposed sketch plan to MnDot for <br />their review and comment. Staff has not received any comments at this time; however <br />Staff is anticipating MnDot will require the two access points from U.S. Highway #10 be <br />closed and right of access be dedicated to the State. <br /> <br />The sketch plan is providing Outlots A, B, and C through the subject property to serve as <br />a future public frontage road. The Development Agreement for the minor subdivision <br />will require language that at the request of the City the Outlots will be deeded to the City <br />as public right-of-way. <br /> <br />The site will be serviced by municipal sewer and water facilities. <br /> <br />The sketch plan is not subject to park dedication requirements since there is no new <br />buildable commercial lot being created. <br /> <br />The proposed new facility will be subject to site plan review for parking and setback <br />requirements, architectural standards, and overall site design. <br /> <br />Recommendation: <br /> <br />The Planning Commission should review the sketch plan based on the criteria outlined in <br />the Staff Review Letter dated September 27, 2002. <br /> <br />Commission Action: <br /> <br />Motion to approve/deny the sketch plan for Plants and Things and recommend that the <br />City Council grant/deny final plat approval contingent upon compliance with City Staff <br />Review Letter dated September 27, 2002. <br /> <br />Review Checklist: <br />Community Development Director <br />Principal Planner <br />City Engineer <br /> <br />Copy to: <br />Parks/Utilities Supervisor <br /> <br />PC: 10/03/02 <br /> <br /> <br />
