Further Discussion: Council agreed that the ordinance revision to eliminate seepage pits <br />will be implemented with or without Metro Council approval of the requested MUSA <br />expansion. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Mr. Otto stated that the next issue deals with connection to the sewer system. It is <br />proposed that Ramsey amend it's subdivision ordinance to add the definition of 'sewer <br />availability' as being property adjacent to the right-of-way for sewer trunks or laterals. <br />Currently, this would not present problems with respect to the City's standing policy of not <br />imposing sewer and water utilities on existing development. There would be a conflict <br />with the City's current policy if trunks are extended along 142nd Avenue in Ramsey <br />Terrace to serve future developments. <br /> <br />Mr. Hartley noted that if the City can plan it's improvements in a way that will avoid <br />placement of trunks through existing development, the City can meet Metro Council's <br />request and Ramsey's current policy. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt <br />Resolution #89-06-130 regulating connection to sanitary sewer, amended as follows: <br /> <br />Add: <br /> <br />'That it is the City's intent to negotiate with metropolitan Council the proper <br />number of REC's based on its flows in 1991 in the event that the Anoka <br />Waste Water Treatment Plant phase out is not complete. The City at that <br />time may request the lifitng of the restriction of 500 REC's.' <br /> <br />'Whereas, it is the intent of the City Council to modify it's policy to comply <br />with Metro Council development framework provided that Metro Council <br />approves the City's current request to expand the MUSA area.' <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Council recessed at 9:10 p.m. <br /> <br />Mayor Reimann called the Council meeting back to order at 9:22 p.m. <br /> <br />Case #2: Park Dedication Ordinance: <br /> <br />Mr. Otto recalled that at the joint meeting regarding the draft park dedication ordinance, it <br />was determined that certain policy issues remaining would be a decision of City Council. <br />The first issue is whether the land dedication should be even further reduced from 7% to <br />5% if 4 in 40 zoning is implemented. <br /> <br />City Council consensus was that land dedication should remain at 7% with no credit given <br />upon future resubdivision because park dedication is based on density. <br /> <br />Mr. Otto noted that P.U.D.'s are exempt from the park dedication requirements as long as a <br />minimum of 20% of the land is available for private open space or recreational use.
