10. <br /> <br />Resolution//89-06-126 authorizing City Administrator to retain the services of <br />Building Inspector. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: MUSA Expansion: <br /> <br />Mr. Otto reported that the Metro Council Staff Report recommends denial of Ramsey's <br />request for an expansion of the MUSA boundaries. The recommendation for denial is <br />based on two key issues: 1) Ramsey is in conflict with Metro Council policy of 4 units in <br />40 acres zoning; 2) Ramsey's approach to utilization of regional sewer facilities by not <br />aggressively requiring existing development to connect to the system within a two year <br />period. If these issues are not addressed by Ramsey City Council prior to meetings <br />scheduled with Metro Council on Wednesday, June 14 and Thursday, June 15, there is no <br />hope for a favorable response to Ramsey's request for a MUSA expansion. Mr. Otto noted <br />that there have been indications that the timing is right to campaign for Metro Council to <br />change it's one in ten policy. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt <br />Resolution//89-06-127 declaring the City's intent to implement one in ten zoning calculated <br />on the basis of four units in forty acres within the City's non-sewered area. <br /> <br />Further Discussion: Councilmember DeLuca stated that the subject resolution should <br />indicate that implementation of one in ten zoning is contingent upon the MUSA expansion <br />being approved. Council agreed that the implementation of one in ten zoning should be <br />contingent on nothing less than an approved 400 acre MUSA expansion and the following <br />paragraph was added to the resolution: 'Whereas, it is the intent of the City Council to <br />modify it's policy to comply with Metro Council development framework provided that <br />Metro Council approves the City's current request to expand the MUSA area.' <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt <br />Resolution//89-06-128 declaring the City's intent to change Metropolitan Council policy <br />implementing one in ten zoning calculated on the basis of four units in forty acres within <br />the City's non-sewered area. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Mr. Otto stated that another concern of Metro Council that on-site ordinances eliminate <br />seepage pits. In practice, seepage pits have not been allowed for years and the ordinance <br />should be revised with or without approval to the MUSA expansion. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember DeLuca to adopt <br />Resolution #89-06-129 regulating on-site septic systems. <br /> <br />City Council/June 13, 1989 <br />Page 4 of 10 <br /> <br /> <br />
