CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW FOR TOWNHOMES LOCATED <br />WITHIN THE PONDS SUBDIVISION; <br /> CASE OF ROYAL OAKS REALTY, INC. <br /> By: Principal Planner, Patrick Trudgeon <br /> <br />Background: <br /> <br />Royal Oaks Realty, Inc. has applied for site plan review for a townhome development to be <br />located within The Ponds subdivision. The applicant is planning on constructing 91 townhome <br />units. The townhouse development is generally located along CSAH 5 (Nowthen Blvd.) <br />northwest of the City Water Tower.' <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br /> <br />c) <br /> <br />Site location map <br />Site plan for the townhomes and preliminary plat for The Ponds dated December. <br />11, 2001 <br />City Staff Review Letter dated June 1, Revised June 21, 2001 <br /> <br />Notification: <br /> <br />Site plans are not required to be subjected to public hearings. The platting and rezoning of The <br />Ponds subdivision is subject to two public hearings and the adjacent property owners are aware <br />of the pending development. <br /> <br />Observations: <br /> <br />The applicant has submitted an application for the rezoning of the development property from B- <br />1, Business and R-1, Single-Family Residential to R-1 Single Family Residential, R-3U, Multi- <br />Family Residential, and MR, Multifamily Residential. The rezoning would allow the property to <br />be subdivided into 88 single-family lots, 91 townhome units and 82 apartment units. <br /> <br />The townhome development will be constructed in an area that is roughly 16.57 acres in size. <br />The net density of the townhomes is proposed to be 6.88 units per acre. The area proposed to be <br />developed as townhomes lies within areas designated as medium and high density residential on <br />the 2001 Comprehensive Plan Land Use Map. <br /> <br />The drives serving the townhomes are a combination of private and public roads. The public <br />roads will consist of 144th Lane, 144th Court and Iodine St.. The applicant is dedicating 60 feet <br />of right-of-way for the public streets through the townhouse portions of the development. The <br />remaining townhouse units will be served by driveways coming off the public roads. As the <br />Planning Commission knows, the City has been reviewing use of private roads in multi-family <br />developments. This plan complies with the policies the Planning Commission previously <br />reviewed. One of the considerations that the policy gave for the use of public roads through <br />townhouse developments was a reduced setback for those townhome units located on public <br />streets. The townhouse units along public streets will be setback 25 feet from the right-of-way <br />(approximately 40 feet from back of street curb) and the units located on the private streets will <br />be located 25 feet from back of'street curb. All of the units will have driveways 25 feet in <br /> <br /> <br />
