CASE # REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; CASE OF EDINA DEVELOPMENT, INC. By: Principal Planner, Patrick Trudgeon Background: In September the Planning Commission reviewed and recommended approval of the request by Edina Development Inc. for a comprehensive plan amendment to change the land use of property located north of Alpine Drive and west of State Highway #47 from commercial and single family residential to high density residential. The City Council reviewed the request on December 11, 2001 and denied the comprehensive plan amendment request. During the meeting, some of the council members indicated a willingness to review a comprehensive plan amendment request for medium density residential uses. Subsequently, Edina Development, Inc. has submitted an application for a comprehensive plan amendment to change the land use designation on the subject property from commercial and single family residential to medium density residential. The comprehensive plan amendment, coupled with their rezoning request, would allow the applicant to construct a townhouse development. The following items are enclosed for your information: a) Site Location Map b) General development plan for the subject property c) Proposed Resolution authorizing submittal to Metropolitan Council Notification: State law requires that the City notify property owners Within 350 feet of the subject property of the public hearing. Staff sent the public notice to property owners within 700 feet of the subject property. Observations: The City Council adopted the March 2001 Comi~rehensive Plan Amendment on December 18, 2001. The 2001 Comprehensive Plan designates the subject property being used for Places to Shop. Edina Development is asking for an amendment to the 2001 Comprehensive Plan to allow for a medium density residential project on the property that would allow up to 7 units per acre.
