CASE <br /> <br /> REQUEST FOR SKETCH PLAN REVIEW OF <br /> WEST RAMSEY INDUSTRIAL PARK; <br /> CASE OF JOHN DARKENWALD <br />By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />John Darkenwald of J.R. Land and Cattle Co., L.L.C., is proposing to plat property located north <br />of Highway # I 0 on the City's common border with Elk River. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff review letter dated December 27, 2001 <br /> <br />Notification: <br /> <br />Subdivision sketch plans are not subject to a public heating. Neighboring property owners will <br />be notified of the proposed subdivision at the time of preliminary plat approval. <br /> <br />Observations: <br /> <br />The area to be platted is approximately 17.3 acres in size. The sketch plan proposes to plat one <br />5-acre lot for development in the southwest comer of the plat; Outlot A for furore platting and <br />development of another 11 acres; and Outlot B will preserve a corridor for the connection of the <br />proposed street with the future road corridor preserved in Ramsey Commercial Park 2na Addition <br />to the east. The developer has agreed to convey Outlot B to the City upon request. Lot 1 meets <br />the 1 acre minimum lot area and 200 foot lot width requirements for industrial parcels. <br /> <br />The subject property is zoned B-1 Business. The proposed user for Lot 1, Minn-Dac, is a <br />residential home and a plumbing contractor, which according to the City's zoning regulations <br />would be a Business Warehouse or Industrial use. A rezoning of the proposed plat to Industrial <br />or Business Warehouse is necessary to accommodate these types of uses. A hearing to rezone <br />the property will be scheduled for the February Planning Commission meeting, along with the <br />preliminary plat hearing. <br /> <br />The 2001 Comprehensive Plan designates this area for Places to Shop. One of the proposed <br />amendments to the 2001 Comprehensive Plan that will be subjected to a public hearing on <br />January 24, 2002, includes changing the land use of this property from Places to Shop to Places <br />to Work. By the time of the February Planning Commission meeting, the Commissioners will <br />have a better sense of the City's position on changing the land use to Places to Work and can use <br />that information to formulate a recommendation to approve or deny the rezoning request. <br /> <br /> <br />
