CASE #: I <br /> <br />REQUEST FOR PRELIMINARY PLAT REVIEW OF RIVER PINES 5TM ADDITION; <br />CASE OF OAKWOOD LAND DEVELOPMENT, INC. <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Oakwood Land Development has submitted an application to the City for a subdivision to be <br />named River Pines 5'a Addition. The property is located on the west side of T.H. #47, <br />immediately north of the existing Apple Ridge/River Pines neighborhood. <br /> <br />The following items are enclosed: <br /> <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Preliminary Plat dated December 11,200.1 <br />Planning Commission meeting minutes dated November 5, 2001 <br />City Council meeting minutes dated December 11, 2001 <br />City Staff Review Letter dated December 26, 2001 <br /> <br />Notification: <br /> <br />State statute requires notification of the public heating to owners of property within 350 feet of <br />the subject property. Staff sent hearing notices to residents within 700 feet of the subject <br />property. <br /> <br />Observations: <br /> <br />The property is currently located outside the boundaries of the Metropolitan Urban Service Area <br />(MUSA) and is zoned R-1 Rural Residential. At their regular meeting in September, the <br />Planning Commission recommended that City Council approve an amendment to the <br />Comprehensive Plan to expand the MUSA boundary to include the subject property. They also <br />recommended that the City Council rezone the property to R-1 Urban Residential to facilitate <br />development of the property at urban standards. The City Council introduced the rezoning <br />ordinance on December 11, 2001 and approved the 2001 Comprehensive Plan on December 18, <br />2001. The 2001 Comprehensive Plan expands the MUSA boundary to include the subject <br />property; therefore, an amendment to the 1995"Comprehensive Plan for a MUSA boundary <br />expansion is no longer required. <br /> <br />The plat area is 9.7 acres. The subdivision is proposing to plat 17 new single-family parcels and <br />one existing homestead for a total of 18 single-family lots. Net density (exclusive of Hwy. #47 <br />right-of-way) has been established at 1.9 units per acre. <br /> <br /> <br />
