The 18 lots will receive public access from the extension of 158th Lane into the plat from River <br />Pines 2na Addition to the west. Currently, t58th Lane dead ends on the west boundary of the <br />proposed plat and this is a public safety concern since the length of this dead end is greater than <br />600 feet. Lithium Street N.W. would be extended from the south to the north boundary of the <br />plat. A cul-de-sac would extend east off of Lithium to service the remainder of the lots. The <br />existing homestead will have access to the cul-de-sac. The plat has been forwarded to Mn/DOT <br />for review and it is expected that they will suggest that the two existing driveways onto T.H. #47 <br />from the existing homestead be abandoned and that right of access along T.H. #47 be dedicated <br />to the State. The proposed cul-de-sac does not exceed the 600 foot length restriction. <br /> <br />All of the lots meet the 10,800 square foot lot area and 80 foot lot width (measured at the <br />building setback) requirements. Although density transitioning is currently not required between <br />neighborhoods of differing densities, the Developer has provided for two one-acre lots on the <br />common property line with the larger existing rural lots to the north. <br /> <br />Sidewalks will be required along 158th and Lithium Streets. The Park and Recreation <br />Commission met on September 20, 2001 and recommended that park dedication be satisfied by <br />the dedication of a 20-foot trail easement running parallel to State Highway #47 and a cash <br />contribution. The Commission also recommended that the Developer be required to pave a trail <br />running from the northerly limits of River Pines 5th Addition to the southerly limits of Apple <br />Ridge, with the cost of trail construction outside the limits of River Pines 5th Addition being <br />credited towards trail fees due on the plat. <br /> <br />Recommendation: <br /> <br />City Staff recommends preliminary plat approval. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council approve/deny the preliminary plat for River Pines 5th <br />Addition contingent upon compliance with the City Staff Review Letter dated December 21, <br />2001. <br /> <br />Review Checklist: <br />Principal Planner <br />Community Development Assistant <br />City Engineer <br />Parks & Utilities Supervisor <br /> <br />PC: 01.03.01 <br /> <br /> <br />
