CASE #: 8 <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF <br />WILDLIFE SANCTUARY 3rd ADDITION; <br />CASE OF KELESY GUSTAFSON <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />Kelsey Gustafson has applied for sketch plan review to subdivide his 7.50 acre homestead parcel <br />located west of State Highway # 47. The subject property is Lot 3, Block 1 of Wildlife <br />Sanctuary Addition. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff Review Letter dated March 29, 2002 <br /> <br />Notification: <br /> <br />No surrounding properties were notified of the sketch plan submittal. Notification will be <br />required for the preliminary plat and rezoning public hearings. <br /> <br />Observations: <br /> <br />The property is currently zoned R-IR, Single Family Rural. The applicant will need to apply for <br />a rezoning to R-1 Urban Residential. The property is located within the MUSA boundary line <br />and is eligible for development with urban services. The 2002 Comprehensive Plan shows this <br />area to be developed as low density urban residential. <br /> <br />The subject property is 7.50 acres in size. The sketch plan is proposing to replat the property into <br />13 single-family lots for a gross density of 1.7 units per acre. Net density will need to be <br />calculated at the time of preliminary plat review. <br /> <br />It appears that the lots meet the minimum standard for lot area and lot width. This information <br />will need to be verified at time of preliminary plat review. <br /> <br />Staff has received a sketch plan for the development of Wildlife Sanctuary 2nd Addition, from' <br />Oakwood Land Development, which is proposing to extend 156th Avenue westerly from State <br />Highway #47. Wildlife Sanctuary 3rd Addition is proposing to gain access by extending Helium <br />Street south from the proposed 156th Avenue in the proposed Wildlife Sanctuary 2~d Addition. <br />Staff anticipates that MnDot will require that State Highway #47 be upgraded to include left and <br />right turn lanes. Upgrading of State Highway #47 is essential and beneficial to the development <br />of Wildlife Sanctuary 3rd Addition. Staff is recommending that lVk. Gustafson work with <br />Oakwood Land Development on the timing and cost associated with the upgrading of State <br />Highway #47. <br /> <br />A detailed grading and drainage plan will be reviewed as part of the preliminary plat stage. <br /> <br /> <br />
