The site currently gains access from Rivlyn Avenue. The plat will need to dedicate additional <br />street right-of-way as the current street right-of-way ends at the boundary line of Dkickensons <br />Mississippi Estate subdivision. The City will also be requiring an area beyond the existing road <br />(Rivlyn Avenue) to be surfaced with Class V, in order for the City's snowplow trucks to turn 180 <br />degrees during the winter season. A temporary easement may be required for this Class V area. <br /> <br />The site is being serviced by municipal sewer and water facilities. <br /> <br />It should be mentioned that in the City's Capital Improvement Plan (which covers a 5 year time <br />span), the City is anticipating the construction of the extension of Rivlyn Avenue to the north <br />connecting to State Highway # 10. In the event that the applicant subdivides the remaining 3.81 <br />acres of commercial property the City will be requesting the appropriate road right-of-way to <br />facilitate the extension of Rivlyn Avenue. <br /> <br />It shoUld further be mentioned that the City's park and trail map shows a future pedestrian trail <br />extending from Rivlyn Avenue connecting to the south into trails along the Mississippi River. <br /> <br />The existing homestead is exempt from park dedication, trail fees and stormwater management <br />fees. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the sketch plan contingent upon compliance with City Staff <br />Review letter dated March 29, 2002. <br /> <br />Commission Action: <br /> <br />Motion to approve the sketch plan for Dickenson's Mississippi Estate 2nd Addition and <br />recommend that the City Council grant final plat approval contingent upon compliance with City <br />Staffreview letter dated March 29, 2002. <br /> <br />-or- <br /> <br />Motion to deny the proposed sketch plan. <br /> <br />Review Checklist: <br />Community Development Director <br />Principal Planner <br />Principal City Engineer <br />City Engineer <br />City Administrator <br /> <br />PC: 4/4/02 <br /> <br /> <br />
