CASE #: <br /> <br />REQUEST FOR SITE PLAN REVIEW OF EVERGREEN POINT; <br />CASE OF EDINA DEVELOPMENT <br /> By: Sylvia Frolik, Community Development Director <br /> <br />q <br /> <br />Background: <br /> <br />Edina Development has applied for site plan review to develop 112 townhomes on the property <br />located west of Highway #47 and north of Alpine Drive N.W. The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site Location Map <br />Site Plan (Preliminary Plat) and Landscape Plan <br />City Staff Review Letter dated March 28, 2002 <br /> <br />Notification: <br /> <br />Site Plan's are not required to be subjected to a public hearing, however the proposed <br />development also requires a subdivision. Area property owners are aware of the proposed <br />development because of notices sent out for the preliminary plat public hearing, also to be <br />reviewed on April 4. <br /> <br />Observations: <br /> <br />The property is approximately 24.11 acres in size. As mentioned above, the property is currently <br />zoned R-3 Urban Residential, which allows for medium density residential development at a <br />density not to exceed 7 units per acre. The net density (subtracting Alpine Drive and T.H. #47 <br />road right-of-ways and wetlands) is 6.9 units per acre. The proposed townhomes consist of two, <br />four, and six unit structures. <br /> <br />In accordance with the newly adopted street policy for multiple residential developments and <br />suggestions from City Staff, Planning Commission and City Council, the units will receive <br />access from a combination of public streets and private driveway collectors. All of the <br />driveways are at least 25 feet in length and do not exceed the 20 foot width restriction at the <br />street. City Code requires a minimum of 280 off-street parking spaces and 439 are proposed <br />within garages, driveways and parking nodes. City code requires that garages be at least 240 <br />square feet in size. The double garages proposed are 324 square feet and the single garages are <br />252 square feet. <br /> <br />Lot coverage is restricted to 35% and the coverage in the project is approximately 13%. The <br />structures on private streets meet the 25 foot setback established in the new private street policy. <br />The structures on the public streets are also proposed to be set back 25 feet from the back of curb <br />rather than 35 feet from the road right-of-way line. The applicant has applied for a variance to <br />the setback on the public streets. <br /> <br /> <br />
