Voting No: None. <br /> <br />./'Case #? <br /> <br />Request for a Conditional Use Permit to Grade and Export Soils; Case of Eric <br />Thomsen <br /> <br />City Engineer J'ankowsld advised on .ranuar-y 14, 199'7, the City received an application fi.om Eric <br />Thomsen to ~ade and ex?orr soils fi.om an a_rea generally located west.of T.~. ~g47 and south of <br />County Road #62, at about Vanadium Street N'W. The subje~ property consi~s of nine acres.' He <br />advised the .m-ading plan reque~s approval to remove 200,000 cubic yards of'materials Rom ~ area <br />of' approximately n/ne acres. The application requests the duration of the pe.qnit to be for a five-year <br />period and the operation Mil occur in two phases. He adv/sed of a concern with regard to erosion <br />irnpam so the applicant submit-red a plan to divide the ~ading in two phases. He explained how the <br />top so//will be stripped fi.om Phase One amd used to create a berm which Mil be seeded and siit fence <br />installed to address possible erosion and provide erosion control for the mining operation. The <br />Planning Commission and City Stz.ffrecommend approval of the request and permit az reviewed and <br />amended by the Planning Commission. <br /> <br />Councilmember Haas Steff'en asked ifDNT, approval is required. <br /> <br />City Engineer Jankows.k5 explained a DNTR. pe.mnit is not required but an .Mn>DES pe.wnit is required. <br /> <br />Counc;nmember Haas S te~'en asked if the City is responsible for policing the work and conditions. <br /> <br />City En~.neer Jankowsld answered a~rrnatively ~'ad noted the need for an Anoka CoUnty pe:wnit to <br />transport the soil. <br /> <br />Mayor Gamec asked if this activity is reviewed. <br /> <br />City Engineer Jankowstd noted t.he reque~ is for five years but the per'mit iL ordy for three years.
