CASE #: ~7 <br />REQUEST FOR SKETCH PLAN REVIEW OF ALLSTATE DEVELOPMENT, <br />CASE OF ALLSTATE DEVELOPMENT, LLC <br /> By: Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />Allstate Development LLC has applied for sketch plan review of a townhome development. The <br />property is generally located in the triangular area formed by the intersection of Nowthen Blvd, <br />Sunfish Lake Blvd., and ,adpine Dr. The following items are enclosed for your review: <br /> <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff Review Letter dated March 28, 2002 <br /> <br />Notification: <br /> <br />A public hearing for subdivisions is not required until the preliminary, plat stage. <br /> <br />Observations: <br /> <br />The property is currently zoned R-IR, Single Family Residential Rural. Recent amendments to <br />the Ramsey Comprehensive Plan has included the development property inside of the lYf USA <br />and has designated the land as Medium Density Residential. Under the new proposed zoning <br />map, the land will be designated as R-2, which allows for townhomes and a net density, of up to <br />seven units per acre. <br /> <br />The property is approximately 22.97 acres in' size. The.sketch plan is proposing 20 two-unit <br />buildings, one 4-unit building, and eight 16-unit buildings and one. single-family lot for a total of <br />157 units, which equates to a gross density, of 6.83 units per acre. There appears to be wetlands <br />present on the property; therefore the number of units may have to be reduced in order to comply <br />with the net density maximum. The total density attainable may also be impacted by the site <br />plan review. <br /> <br />The new private street policy requires a main public street through the project area, which this <br />sketch plan shows. The private street policy restricts private streets to 300 feet; unless a cul-de- <br />sac is provided, then the private street can be as long as 600 feet. The private streets shown <br />appear to meet the private street standards, however further review will need to be done at the <br />preliminary plat stage. The applicant is proposing to provide public roads to access Alpine Dr. <br />and Nowthen Blvd. (CSAH 5). The access on Nowthen will need Anoka County approval. The <br />sketch plan is also showing future accesses to the north and the southeast. <br /> <br />7g <br /> <br /> <br />
