Sketch Plan Review: ?dlstate Development <br />May 30, 2002 <br /> <br />Streets: The new private street policy requires a main public street th.rough the project <br />area. which this sketch pian shows. The private street policy resmcts private sr. reets to <br />300 feet; unless a cul-de-sac is provided, then the private street can be as long as 600 feet. <br />The private streets shown appear to meet the private street standards, however farther <br />review will need to be done at the preliminary, plat stage. ,kny private street geater than <br />300 feet in len~& must be 32 feet m width. The applicant is proposing to provide public <br />roads to access ,~2pme Dr, and Nowthen Blvd. (CSAH 5). The access on Nowthen will <br />need )moka County, approval. The sketch plan is also showing future accesses to the <br />north and the southeast. A temporary cul-de-sac will be required on ail stub streets and <br />signed as "Furore fi-~rough szree?. These temporary, cul-de-sacs will also require <br />easements. Intersections shall be aligned where possible or have a mimmm separation <br />of 150 feet. Access to the western properxies needs to be considered. <br /> <br />Grading and Drainage: A drainage and grading plan must be submitted at the preliminary. <br />plat stage. Based on an inspection of the National Wetland Inventory, map and the sketch <br />plan, there appears to be wetlands present in the plat. A permit will need to be obtained <br />from the Lower Rum Pdver Water Management Organization and the NEPCA for this <br />development and these wetlands must be delineated. <br /> <br />Due to increased stormwater volume generated from this development, a culvert must be <br />installed under Alpine Drive to accommodate the overflow from this development. <br /> <br />Trafc Generation ,amal,~sis: The City, will request a traffic analysis at the time of <br />prelim/nary plat review. <br /> <br />7. <br /> <br />Utilities and Water Usage: The development will be served by municipal water and <br />sanitary sewer. Options for service are: a) developer extend sewer trunk and any costs <br />incurred above and beyond the sewer and water trunk tees due would be the <br />responsibility, of the developer; b) the developer can wait ~br the trunk sewer; c) <br />developer can work out a lift station plan with surrounding developments that could be <br />vacated when Umnk sewer gets to the area and preserve a t00' corridor (green space) <br />through the pi-at to accommodate the trunk sewer extension. Due to the number of units <br />included in this proposal, a watermain must be looped. <br /> <br />Park Dedication: The proposed plat will be forwarded to the Park Commission for a <br />recommendation on park dedication. The City, has the option for cash ar the rate of $1700 <br />per unit, land, or a combination of the two. <br /> <br />Sidewalks: City, Code requires the installation sidewalks aiong one side of all Public <br />streets. Sidewalks are appropriately shown on the sketch plan. <br /> <br />10. <br /> <br />Trail Deve!oomenr and Trail Fees: The current trail development fee is $400 per trait and <br />is due prior to recording the plat.
