CAsE #: 3 <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF RIVENWICK 3a~ ADDITION <br />CASE OF TURTLE MOON INC. <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />Turtle Moon Inc. has applied for sketch plan review of a townhome development to plat 112 <br />townhouse units. The property is generally located south of Pdverdale Drive and north of the <br />existing Rivenwick 2nd Addition urban residential development. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff Review Letter dated July 1, 2002 <br /> <br />Notification: <br /> <br />No surrounding properties were notified of the sketch plan submittal. Notification of the public <br />hearing will be sent upon receipt of the preliminary plat. <br /> <br />Observations: <br /> <br />On June 11, 2002 the City Council adopted new residential zonings and standards. The new <br />zoning districts and standards become effective 30-days after City Council adoption. In this case <br />the subject property will be officially zoned R-2 on July 11, 2002. Staff has reviewed the <br />proposed sketch plan in accordance with the newly adopted residential district criteria. <br /> <br />The subject property is approximately 16.03 acres in size. The maximum net density established <br />in the R-2 District is 7 units per acre. The sketch plan is proposing a net density of 7 units per <br />acre; this complies with City Code. <br /> <br />The sketch plan is providing for six and eight unit structures. City Code requires a minimum of <br />700 square feet for a 1 bedroom unit, 800 square feet for a 2 bedroom, and 960 square feet for a 3 <br />bedroom unit. The size of each townhouse will be reviewed during site plan review of the <br />townhome structures. However, the proposed lot sizes on the Preliminary plat will also need to <br />take into account the minimum townhouse size as defined in City Code. <br /> <br />The townhouse units will front onto private streets. The private streets will provide access to a <br />public street, which derives access to Riverdale Drive. It is Staff's understanding that Riverdale <br />Drive will be constructed beyond the property boundary line to connect to U.S. Highway #10 at <br />Ramsey Blvd. If the street is proposing to dead end at the boundary line of the plat,a variance <br />will be required to exceed the City's 600-foot cul-de-sac length. <br /> <br />The proposed development meets the required building setback from public streets, private <br />streets, exterior development boundary line, and building to building setback. <br /> <br />City Code also requires the development to provide a minimum of 40% 'open space, 10% of <br />which much be dedicated as an identifiable common area for use by residents of the <br /> <br /> <br />
