CASE #: 4 <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF WURM-PAUMEN PROPERTIES <br />CASE OF WURM-PAUMEN PROPERTIES, LLC <br /> By: Amy Geisler, Community Development Intern <br /> <br />Background: <br /> <br />Wurm-Paumen Properties have applied for sketch plan approval to develop 27.01 acres on <br />Ramsey Blvd. at 158th Lane NW. The property is zoned R-1 Residential and is located in the <br />Rural Developing Area. The proposed major subdivision is a replat of the Kruger homestead that <br />will create six lots that are all over the required minimum lot size of 2.5 acres. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) City Staff review letter dated July 2, 2002 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. <br /> <br />Observations: <br /> <br />Darrel Kruger owns a 27.01-acre parcel on Ramsey Blvd. NW, south of 159th Lane NW. The <br />developer, Wurm-Paumen Properties, LLC, is applying for a major subdivision that proposes six <br />new lots, all of which are larger than the 2.5-acre minimum required in the Rural Developing <br />Area. <br /> <br />The existing homestead is located on proposed Lot 6 and the structure will remain after the other <br />five lots are developed. Lot 6 also contains a second dwelling unit (illegal non-conforming use) <br />that will be removed as part of the development. <br /> <br />The property was the subject of a nuisance complaint in the 1980s for operating as a salvage yard <br />that stores a number of junk cars and other equipment. The developer is planning to clean up <br />equipment and other material remaining from the salvage operation. <br /> <br />Wurm-Paumen Properties, LLC is proposing to extend 158th Lane NW into the parcel to provide <br />access to four of the lots. Due to the substantial amount of wetland on the property, Lots 1 and 2 <br />on the south will require access from Country Road 56. Staff is anticipating that Anoka County <br />will recommend a shared driveway for these two lots. <br /> <br />The property is also subject to the Ramsey Park and Trail Plan and will be required to dedicate a <br />75-ft. trail corridor connecting Central Park and Elm Crest Park. <br /> <br />19 <br /> <br /> <br />
