Mr. Sauter stated that the pits are 10-12 feet deep and with that and the trees being so dry, <br />he thinks it will be a rapid burn without any smoke. Weather permitting, the entire burn <br />project could be completed in 3-4 days. The plan is to burn only during daylight hours and <br />the burning pits would be manned 24 hours a day. <br /> <br />Mr. Hartley inquired as to how many truckloads a burning pit could accommodate at one <br />time. <br /> <br />Mr. Sauter estimated that each pit could hold 2-4 truckloads of trees at a time. <br /> <br />Mr. Hartley inquired if the flames would reach above the 12 foot level. <br /> <br />Mr. Sauter replied that the flames can be kept at ground level if necessary. <br /> <br />Mr. Hartley stated that the City Staff is concerned with sparks becoming airborne and how <br />a situation like that would be dealt with. <br /> <br />Mr. Sauter stated that in his experience as a firefighter, he has been to pine tree fires and as <br />the bum contractor, he doesn't want sparks to become airborne. <br /> <br />Mr. Haik stated that the pits will limit as much as possible the potential for migration of <br />sparks. Mr. Haik also noted that there is nearly a 700 foot distance of dirt around the <br />burning pits; there will be water available on the site; and the developer and contractor do <br />not want to suffer the loss of live trees. <br /> <br />Mr. Haik presented a signed and written description of the proposed burn project entitled <br />"Application For Permit For Open Burning" and dated as being received June 27, 1989 <br />(see Attachment A to these minutes). Mr. Haik stated that this proposal is intended to <br />replace the letter of application for an open burning permit he wrote to Community <br />Development Director Mark Banwart dated June 19, 1989. <br /> <br />City Attorney Goodrich also noted that following correspondence: 1) Letter from Bruce <br />Bacon to Chris Realty dated December 30, 1988; 2) Letter from Mr. Mark Banwart to Mr. <br />Paul Haik dated April 21, 1989; 3) Letter from Mr. Mark Banwart to Mr. Paul Haik dated <br />April 24, 1989; 4) Sample MPCA application for permit for open burning; 5) Letter from <br />Mr. Paul Haik to Mr. Mark Banwart dated June 19, 1989; 6) Memo from Bruce Hoeke to <br />Mark Banwart dated June 26, 1989. Mr. Goodrich proceeded to read Bruce Hoeke's June <br />26, 1989 memo out loud. <br /> <br />Mr. Banwart stated that in accordance with PCA regulations for the elimination of fires, <br />City Staff believes there are reasonable, practical alternative methods of disposal for the <br />trees, i.e., brushing, chipping. Mr. Banwart also noted that DNR and PCA have visited <br />the subject site, indicated they are not in favor of a burn and will not authorize one unless <br />the City approves the open burn application. A bum might be considered for approval only <br />if the volume is substantially reduced. <br /> <br />Mr. Goodrich confirmed that Bruce Hoeke is concerned with volume reduction; volume <br />reduction could be achieved through chipping and/or burying the material. <br /> <br />Mr. Haik stated that reference to PCA indications and comments are inappropriate without <br /> <br />City Council/June 27, 1989 <br />Page 7 of 15 <br /> <br /> <br />
